Jalisco Public Servants Required To Declare Assets Starting May

The state launches a new system to enhance transparency and accountability among public officials.

In a significant move to enhance transparency and accountability, Natividad Castrejón Valdez, the head of the Jalisco State Comptroller's Office, announced that starting May 1, 2025, over 145,000 public servants from the Executive Branch will be required to submit their Declaration of Patrimonial and Interest Situation. This initiative aims to ensure that the evolution and modification of the assets of public administration members are transparent, regardless of their hierarchical level.

During a recent address, Castrejón Valdez emphasized the necessity of meeting this obligation promptly, stating, "The public service represents a vocation and not a means to gain personal benefits." She highlighted the importance of integrity in public office and the need to monitor compliance closely.

Álvaro Bardales Ramírez, the state comptroller, also joined the call for compliance, indicating that the expectation is for 120,000 workers to fulfill this obligation. This includes 80,000 from the Executive Branch, 28,000 from municipal presidencies, 10,000 from autonomous organizations, and 4,000 from other branches. Bardales Ramírez noted that 3,500 asset declarations will be closely monitored, including 1,000 from the Executive, 1,000 from other branches, and 1,500 from municipalities.

The new system, known as SEPIFAPE (System of Patrimonial Evolution, Declaration of Interests and Proof of Presentation of Tax Declaration), will facilitate the process for public servants. To access it, individuals need only their CURP and password. Those in positions equal to or greater than head of department must also submit a declaration of interests, detailing any potential conflicts that could affect their impartiality in office.

As part of supporting public servants in this process, the Comptroller's Office will provide personalized assistance through a dedicated phone line at 33-3668-1620 and service modules located at Pedro Moreno 1301 in Guadalajara, operating Monday to Friday from 9 AM to 6 PM.

In addition to this initiative, the Jalisco government announced an investment of 5.7 billion pesos for the rehabilitation of 800 public schools across the state in 2025. This announcement was made on April 30, 2025, and is part of the broader Jalisco con Estrella program, aimed at improving educational infrastructure.

Francisco Ontiveros Balcázar, head of the Institute of Educational Physical Infrastructure of Jalisco (Infejal), explained that the project will focus on the complete renovation of classrooms, laboratories, workshops, and sanitary facilities, along with enhancements to promote student development and well-being.

Among the upgrades will be new music classrooms equipped with instruments, Google Classrooms, and improved internet connectivity, all designed to foster a conducive learning environment. The goal is to rehabilitate 6,000 public schools within the first three years of the current administration, ensuring that the 7,130 public schools in Jalisco are in optimal condition.

Ontiveros Balcázar noted that the criteria for selecting the schools for rehabilitation included high student demand, structural risk, and buildings protected by cultural heritage laws. This comprehensive approach seeks to ensure that educational facilities are not only functional but also safe and sustainable for students and staff.

In a related event, on the same day, Governor Pablo Lemus, accompanied by the famous wrestler Rayo de Jalisco JR., visited children and adolescents at the General Hospital of Occidente in celebration of Children's Day. They distributed gifts and provided encouragement to young patients, emphasizing the importance of humanizing medical care.

Lemus remarked, "Today, we wanted to celebrate the children who are facing health challenges. We aim to bring them joy and support during their stay in the hospital." The visit included a wrestling show organized by the Arena Coliseo de Guadalajara, along with craft workshops, clown performances, and a special breakfast for patients and their families.

The Pediatric Division at the General Hospital of Occidente specializes in comprehensive care for patients from birth to 18 years old, focusing on educational training and scientific research. Between January and April 2025, the division attended to over 2,000 pediatric consultations, averaging 500 to 600 consultations monthly.
