Italy Updates Conto Termico Regulations To Boost Renewable Energy Use

New rules simplify application processes and expand beneficiary categories, promoting energy efficiency and public health facility upgrades.

New updates to Italy's Conto Termico regulations aim to encourage greater use of renewable energy sources and improve energy efficiency within the country. The Gestore dei Servizi Energetici (GSE) announced the revisions recently, outlining clearer pathways for beneficiaries to access incentives associated with energy efficiency interventions.

The revisions, especially concerning Conto Termico 2.0 and the anticipation of the forthcoming Conto Termico 3.0, have introduced new operational procedures, including changes to how contractual conditions are activated. According to the GSE, the adjustments streamline the application process for entities eligible for incentives.

The updated regulations now allow for the inclusion of public administration societies among the beneficiary categories. These entities can apply for incentives if they undertake energy efficiency projects on properties owned by their respective administrations. This pivotal change broadens the scope of participation, enabling more public facilities to engage in energy-saving measures.

Notably, the incentives for interventions conducted at public health facilities have been highlighted. The GSE has made provisions for expenses incurred during upgrades of hospitals and similar institutions, ensuring these projects benefit from substantial financial support. "The updated catalog is available directly from Portaltermico, allowing users to request incentives through simplified procedures," the GSE stated, simplifying the process by eliminating the need for extensive documentation.

The emphasis on ease of access is particularly pertinent against the backdrop of Italy's national energy goals. The Conto Termico program aims to stimulate renewable energy usage and drive down carbon emissions across various sectors. Not to mention, for the fiscal year 2025, the total estimated budget for Conto Termico is set at 348 million euros, with almost 239 million euros earmarked for interventions by the public administration, ensuring significant funding for incentives.

Another important aspect of the updates is the management of requests for interventions linked to the recovery efforts underway post the 2016 earthquake—specifically through the special offices for reconstruction within affected municipalities. Public entities now have structured pathways to apply for funds related to these recovery initiatives, should they not be able to provide detailed energy diagnostics upfront.

The changes also introduce fresh requirements concerning the installation of solar films and similar technologies, aimed at enhancing the overall efficiency of existing structures. With advancements like these included, the GSE is attempting to adapt to current trends within the renewable energy sector, ensuring Italy remains competitive and innovative.
