Italy Introduces Guaranteed Train Services During Strikes

New holiday regulations aim to balance workers' rights and passenger needs amid transportation strikes.

Italy has made significant strides to protect passengers using its train services by introducing guaranteed minimum service hours during strikes, even on holidays. This decision, announced recently by the Commissione di Garanzia sugli scioperi (Strike Guarantee Commission), aims to create specific time frames when train services will operate, ensuring protection for travelers during turbulent strike periods.

Once limited by outdated regulations established over 25 years ago, the new rules take effect during holidays, particularly the dates 7-10 and 18-21. According to the Commission, after necessary consultations with social partners, they sought to fine-tune the existing agreement to meet the needs of commuters.

"After conducting the necessary consultations with the social parties, the Commission intervened to introduce a guarantee system even on holidays," noted the Commissione di Garanzia. The modifications reflect the Commission's response to the lack of agreement between the parties involved, namely the train operators and unions, who failed to reach consensus on strike protocols.

Prior to these changes, travelers, particularly those relying on regional transport, faced a significant risk of travel disruptions without any protective measures during strike days on holidays. The new framework acknowledges the need for balance, stating, "The changes were deemed necessary to adapt the existing regulations to achieve balanced accommodation between the right to strike and the right to mobility."

This updated approach now aligns the rail sector with protections already available to travelers in other transport industries—namely air and maritime travel—which have long benefited from guaranteed services even during significant strike actions.

What's more, the Commissioners addressed the discrepancies between regional and long-distance train services, emphasizing the prior situation was untenable: "It was no longer appropriate for travelers of regional transport to have no protections on holidays, unlike other transport sectors." This update significantly enhances travelers' rights within the public transport system, recognizing their importance as everyday commuters.

The implementation of guaranteed services during strikes reflects Italy's commitment to maintaining public transportation viability, particularly important during holiday periods, which typically see increased demand. With these new regulations, the government aims to provide commuters with greater assurance and reliability.
