Lebanon's army readies for deployment to southern region as civilians begin returning home after months of conflict

A ceasefire between Israel and Hezbollah has been enacted, allowing civilians to begin returning to southern Lebanon after months of conflict. This agreement, which took effect at 0200 GMT on November 27, 2024, marks the culmination of mediation efforts primarily led by the United States and France, signaling a rare diplomatic success in the region plagued by protracted violence.

Lebanon's army, tasked with ensuring the ceasefire holds, announced plans to deploy southward. Their responsibility will be to oversee the sensitive border area as Israeli forces gradually withdraw over the next two months. The Lebanese military urged residents of southern border villages to refrain from returning home until it can guarantee their safety from any potential Israeli military actions. This caution arises following significant incursions by Israel, which had pushed around six kilometers (approximately four miles) inside Lebanese territory during its military operations against Hezbollah.

Despite the ceasefire’s initiation, reports of sporadic gunfire emerged from Beirut, creating uncertainty about whether this was celebratory or indicative of more serious tensions in the area. Gunfire had previously been utilized as alerts for civilians returning from evacuation, complicing the interpretation of this early morning activity.

Many civilians displaced from their homes began their journeys homeward as soon as the ceasefire was announced. Reports indicate streams of cars filled with families carrying belongings like mattresses, suitcases, and furniture, moving through the southern port city of Tyre, which had suffered severe damage during recent hostilities. At the same time, some residents expressed hesitance about returning, citing fears over Israel’s continued presence along the border.

A father of four, Hussam Arrout, shared his conflicted feelings about going back to his ancestral home. “The Israelis haven’t withdrawn fully; they’re still near the border. We’re waiting for the army to confirm it’s safe,” he stated, indicating the complicated emotions faced by many returning families.

The ceasefire follows escalated violence, which began over a year ago, fueled by broader regional conflicts, particularly linked to the tensions surrounding Gaza. The agreement is particularly notable for its potential to bring about what U.S. President Joe Biden termed a “permanent cessation of hostilities.” During his announcement, Biden emphasized the international community’s efforts to stabilize both Lebanon and Gaza.

He noted, “This is about ensuring the safety of both Lebanese and Israeli citizens, preventing Hezbollah and like-minded organizations from posing threats to Israel's security.” Officials have indicated Israel will withdraw its military forces progressively, allowing the Lebanese army to regain control over their southern territories to prevent Hezbollah from regrowing its military capabilities.

Hezbollah, meanwhile, has not officially commented on the ceasefire but related figures within the organization hinted at their belief the group would emerge from the conflict with greater strength than before. Senior Hezbollah official Hassan Fadlallah expressed confidence, stating, “What’s left is our resistance capability. Whatever happens, we will endure.”

During the period of heightened violence, both sides have suffered heavy casualties. The conflict has claimed the lives of thousands of individuals, with reports indicating significant reductions of Hezbollah’s military infrastructure and leadership by Israeli forces. Netanyahu, addressing the nation, emphasized the military’s successes, asserting, “We have pushed them back decades, destroying much of their arsenal and weakening their organizations.”

The international reaction to the ceasefire has been cautiously optimistic. While France celebrated the development as progress, some regions remain tense, especially Gaza, where fighting has continued unabated. There are hopes, particularly from Egypt, which has attempted mediation efforts, for wider peace processes potentially leading to normalized relations between Israel and other regional actors, including Saudi Arabia.

Displaced residents returning from their temporary homes face the grim reality of many of their villages being substantially damaged or destroyed. Some families expressed hope of avoiding another month of rent for temporary housing. The overall climate remains one of uncertainty as many families must weigh their safety against the desire to return to familiar surroundings after the harrowing displacement caused by weeks of bombardments.

The ceasefire effectively serves dual purposes: it aims to restore peace temporarily and allows both Israeli and Hezbollah forces to realign their strategic priorities away from the northern border. U.S. officials have articulated confidence but remain vigilant, stating additional measures will be implemented, including collaboration with UN peacekeeping forces to monitor the ceasefire’s adherence.

The next few weeks will be pivotal as processes start, and the local population’s patience and resilience will be tested amid international diplomatic efforts to maintain peace. A focal point for future discussions will likely involve sustaining the ceasefire and transitioning control back to the Lebanese state, ensuring any remnants of military conflict do not reignite along the border.

Hezbollah's future actions will also be closely monitored, particularly how they respond to Israeli restrictions post-ceasefire, as the long-term stability of the region remains contingent on successful diplomacy and re-establishment of trust among the involved parties.
