In a significant move to streamline operations following the long Eid al-Fitr holiday, the Indonesian Ministry of State Apparatus Utilization and Bureaucratic Reform (KemenPANRB) has issued a circular regarding the working hours of state civil apparatus (ASN). This directive, known as SE MenPANRB Number 3 of 2025, introduces a Flexible Working Arrangement (FWA) for ASN, extending the schedule until April 8, 2025.
The FWA aims to ease the congestion expected during the post-holiday return flow, which is often marked by heavy traffic as many ASN and citizens return to their usual routines. "We want to ensure that public services continue to operate smoothly and that the mobility of the community during the return flow is safe and comfortable," stated Minister Rini Widyantini during a press briefing. This new arrangement is part of a broader strategy to maintain public service quality while accommodating the needs of civil servants.
The adjustments to official duties will be in effect for a defined period: from March 24 to March 27, 2025, just before the national holiday and joint leave for the Holy Day of Nyepi and Eid al-Fitr, and again on April 8, 2025, one day after the holiday period ends. This approach reflects a careful consideration of various factors, including input from the Ministry of Transportation and other agencies.
Despite the introduction of the FWA, the Ministry has clarified that April 8 is not an additional holiday. The circular emphasizes that the joint leave period concludes on April 7, 2025. This distinction is crucial as it ensures that ASN are prepared to return to work promptly. A reminder was shared through the ministry's official social media channels, emphasizing that ASN must be aware of their responsibilities and the importance of their presence on the first day back.
In anticipation of the return to work, Deputy Minister of Home Affairs Bima Arya Sugiarto has also warned ASN about the importance of punctuality on April 8. He noted that the first agenda following the holiday will be the traditional halal bi halal gathering, which is a significant cultural event for ASN. "You can’t just take it easy. The first day back is traditionally reserved for halal bi halal, and everyone needs to be on time," he remarked during an event in Jakarta.
Failure to comply with the attendance requirements on this day could result in sanctions for ASN, as outlined in Government Regulation of the Republic of Indonesia Number 94 of 2021 concerning the discipline of civil servants. This regulation details the obligations and prohibitions for ASN, as well as the disciplinary measures that may be imposed for non-compliance.
As the holiday period draws to a close, the Ministry of PANRB is taking proactive steps to ensure that services remain uninterrupted and that civil servants can transition back into their roles smoothly.
