India Responds To Concerns Over Nepali Student Safety

Following the tragic death of a Nepali student, India commits to ensuring the safety and welfare of foreign students.

Indian authorities are grappling with increasing tensions following the tragic death of a Nepali student at the Kalinga Institute of Industrial Technology (KIIT) in Bhubaneswar, Odisha, which has sparked widespread protests from the Nepali student community. On February 16, 2025, the third-year technology student was found dead, prompting urgent calls for action concerning student safety.

The Ministry of External Affairs (MEA) of India reacted swiftly, affirming their commitment to the security and well-being of Nepali students studying across the country. Randhir Jaiswal, the MEA spokesperson, emphasized the importance of these students, stating, "Nepali students studying in India are an important part of the enduring ties we share with Nepal. The government of India will take all necessary steps to safeguard the well-being of Nepali students in India." This statement came just days after the student’s untimely demise, which has raised significant concerns about institutional responses to student safety.

Protests erupted following the discovery of the student’s body, with her peers alleging harassment and lack of action from the institution based on prior complaints. The situation intensified when authorities arrested Advik Srivastava, the prime suspect linked to the harassment claims, on February 17, 2025. This action has not quelled the fears voiced by the students who demand more comprehensive safety measures within educational environments.

Jaiswal conveyed the Indian government's empathy, saying, "We are deeply saddened by the tragic death of the Nepali student at the Kalinga Institute of Industrial Technology and express our sincere condolences to the grieving family." Acknowledging both the emotional impact and the procedural steps taken by local authorities, he assured the public of continuous contact with the Odisha government and the KIIT management since the incident escalated.

The Odisha police's response included the establishment of a hotline for Nepali students, providing them with immediate support and ensuring they feel safe reporting any issues. This proactive measure aims to create a secure atmosphere within the institution, especially for international students who may feel vulnerable.

The protests reflect broader concerns about the safety of foreign students within Indian educational institutions and highlight the pressures faced by international educational dynamics. Such incidents could impact India-Nepal relations, traditionally characterized by close ties and shared cultural ties; the Nepali Prime Minister, KP Sharma Oli, expressed his concern over the incident, reminding officials of the need for adequate protective measures.

Importantly, Jaiswal stated, "The Odisha government and KIIT are taking steps to address the situation," indicating there is institutional recognition of the gravity of the circumstances surrounding the student protests. The high-level committee set up by the Odisha government aims to investigate the case thoroughly and address systemic issues surrounding student safety and well-being.

Despite these actions, the road to rebuilding trust may still be long. The incident serves as a stark reminder of the challenges faced by universities to protect their students, especially those hailing from abroad. The Indian government continues to stress its commitment to ensuring all foreign students feel safe and secure within its borders.

Moving forward, stakeholders from both Nepal and India will likely engage to facilitate discussions on improving conditions for Nepali students, ensuring they can pursue their studies without fear of harassment or violence. This case draws attention to the broader obligations of the Indian education system to secure the welfare of all its international students, fostering not only academic but also personal safety.
