Hungarian Minister of Foreign Affairs Peter Szijjarto has made it clear that progress in Ukraine's membership negotiations with the European Union will remain hindered until Kyiv restores the rights of the Hungarian community in Zakarpattia. This statement underscores ongoing tensions between Hungary and Ukraine, particularly as Budapest views the recent legislative changes regarding minority rights as inadequate.
Szijjarto's comments reflect Hungary's broader strategy of blocking Ukraine's European integration, centered around the treatment of ethnic Hungarians living in the Zakarpattia region. Since 2015, he claims, the rights of these Hungarians have faced significant restrictions. The minister highlighted that one of the core grievances lies in Ukraine's education reform, which he argues has curtailed opportunities for education in minority languages, including Hungarian. He pointed out that legislation adopted in 2017 served to gradually shift educational instruction towards Ukrainian, effectively undermining the rights of Hungarian-speaking students.
"Despite numerous assurances and diplomatic efforts, Kyiv has yet to restore the legal rights of the Hungarian community in Zakarpattia. This contradicts European standards, and until the situation improves, we do not foresee possibilities for further advancement of Ukraine on its path to the EU," Szijjarto asserted.
Moreover, he mentioned discussions held with his Austrian counterpart, Bea Meinl-Reisinger, where they covered not only minority rights but also social issues such as the protection of children and LGBT policies. Szijjarto indicated that Hungary's approach aligns more closely with the expectations of its own citizens rather than external pressures.
"We established that we have absolutely opposite views on this matter, and I informed my colleague that in our country, the protection of children is an absolute priority and that we aim to meet the expectations of the Hungarian people, rather than those of other governments," he emphasized.
In 2023, Ukraine made amendments to its legislation on national minorities which were aimed at expanding educational rights for these communities. These reforms were aligned with recommendations from the European Commission and intended to improve relationships with neighboring countries, primarily Hungary. However, Budapest continues to perceive these changes as insufficient.
