Human Rights Watch Charges Israel With War Crimes

New report details mass displacement and systemic violations facing Palestinians amid Israeli military actions

Human Rights Watch (HRW) has issued urgent warnings about the conduct of Israeli forces during the prolonged conflict in Gaza, declaring their operations amount to war crimes. The organization’s comprehensive report alleges systematic and widespread acts of forced displacement against the Palestinian population as part of Israel's military actions. The report details the dire humanitarian situation faced by the residents of Gaza, where nearly 90% of the population has been displaced, amounting to over 1.9 million individuals.

According to the report released by HRW on November 14, 2024, the Israeli military has issued repeated evacuation orders to residents of Gaza, which are characterized as unlawful and tantamount to ethnic cleansing. HRW examines these orders and the resultant actions, asserting they are part of a broader state policy to displace Palestinians forcibly. Nadia Hardman, a researcher with HRW, stated, "Israel cannot claim to be keeping Palestinians safe when it kills them along escape routes, bombs so-called safe zones, and cuts off food, water, and sanitation." This accusation highlights the stark reality faced by civilians attempting to navigate life under military siege.

The rights watchdog's findings were informed by interviews with displaced individuals, evidence collected from satellite imagery showing destruction, and visual corroboration through videos and photographs. HRW has categorized the forced displacement carried out by Israeli forces as highly systematic, violating international humanitarian law. They argue these actions demonstrate intent, calling it the war crime of forcible transfer.

Notably, the organization emphasizes how the forced evacuation orders have frequently been issued without sufficient notice, complicate the navigation for vulnerable groups, including the disabled, and have been accompanied by violent military actions. The report reflects on the precarious nature of humanitarian conditions, indicating severe shortages of food and medical supplies, which have only worsened as the conflict has dragged on, seeing more than 43,000 fatalities primarily among civilians.

Israel has firmly denied HRW's allegations. A spokesperson for the Israeli Ministry of Foreign Affairs asserted the report is "completely false and detached from reality," maintaining Israel's military operations are directed exclusively at dismantling Hamas’s military capabilities and not at harming the civilians of Gaza. Simultaneously, Israeli officials argue against the claims of ethnic cleansing, insisting the actions taken are necessary security measures against militant operations positioned within civilian areas.

The conflict initially escalated following a surprise attack by Hamas on October 7, 2023, resulting in around 1,200 deaths and the taking of roughly 250 hostages, which the Israeli government cites as justification for the military operations. Specifically, the UN has reported atrocious conditions, indicating significant segments of Gaza remain under siege, with the population experiencing searing shortages of basic necessities. Areas like Jabalia, Beit Lahia, and Beit Hanoun have been especially hard hit, with reports noting around 75,000 individuals suffering from lack of food and proper medical services.

Requests for humanitarian aid from organizations within Gaza have faced severe obstacles, as Israeli officials impose barriers on aid flow under the pretext of security needs. Human Rights Watch accuses Israeli authorities of deliberately obstructing the entry of humanitarian aid and blocking significant portions of necessary supplies like food and water. This narrative reveals horrific human rights violations against civilians who bear immeasurable suffering during intense combat operations.

While the international community grapples with the nature of Israel's military actions, the call for ceasefire negotiations has grown increasingly fervent. Commitments to facilitate peaceful resolutions amid incessant strife have become more pressing, particularly as humanitarian conditions deteriorate. The UN Security Council recently proposed language mandatorily directing ceasefire orders, with the intent to protect vulnerable populations.
