Hoy No Circula Restrictions Set For December 30th

Drivers urged to check vehicle eligibility to avoid significant fines as air quality measures take effect.

Mexico City is once again implementing its environmental initiative, Hoy No Circula, as the year 2024 draws to a close. This program, aimed at reducing air pollution by limiting vehicular traffic, will affect many drivers on Monday, December 30th. Residents are advised to check if their vehicles comply with the restrictions to avoid fines.

According to the local government, the restrictions under Hoy No Circula apply especially to vehicles bearing the yellow sticker with license plate numbers ending in 5 or 6. These vehicles will not be allowed to circulate from 5 AM to 10 PM. The program is part of broader efforts to improve the air quality of the Mexican capital, particularly during periods of high traffic.

“It is important to follow these limitations to contribute to cleaner air and reduced traffic congestion,” stated Adrian V. from the Secretaría del Medio Ambiente. “Non-compliance can lead to fines ranging from 2,075 pesos to 3,112 pesos.”

Vehicles exempt from these restrictions include those with zero and double zero verification stickers, electric and hybrid cars, motorcycles, taxis, and vehicles operated by health personnel. Residents note the challenge of adhering to the program's regulations during busy holiday weeks.

For the fourth quarter of 2024, it is noteworthy to mention the heightened vehicle load expected as families travel for New Year celebrations. Traffic reports indicate certain municipalities, especially those bordering the capital, will face significant congestion.

The aim of this policy is to minimize moments where emissions peak, particularly as pollution during festive seasons often rises due to increased vehicular movement and activities related to celebrations.

“Since many vehicles are parked and people are on vacation, we have lower traffic this time of year, yet pollution still needs monitoring,” said environmentalist Marisol A. “The restrictions play a key role during this period.”

Monday's restrictions are simply part of the routine enforcement of this environmentally-focused program. Officials remind the public this is standard practice, even if many are enjoying the holiday season:

“Not complying with Hoy No Circula could put additional stress on our environment and health. It’s our collective responsibility,” said Juan M., the head of traffic enforcement. “We all have to do our part.”

It’s also important for residents to note the specific areas where the regulation applies. Besides Mexico City, municipalities within the Estado de México, such as Ecatepec and Naucalpan, must also adhere to similar rules.

The restrictions will be lifted for vehicles on Sundays, allowing for more flexible travel. Residents are encouraged to plan their commutes accordingly. Visitors using foreign plates or those without local registration might be eligible for temporary permits, should they need to navigate the area during the implementation of the Hoy No Circula measures.

Weather forecasts suggest mild temperatures for December 30th, hovering between 23°C and 25°C during the day, and dropping to 5°C at night, presenting favorable conditions for outdoor celebrations. Residents are reminded to remain vigilant about air quality updates, particularly if pollution levels rise.
