Exempt from restrictions are vehicles identified with holograms 0 and 00, as well as electric and hybrid vehicles, which can operate without limitation. This exemption also extends to motorcycles, public transport vehicles, cargo trucks, and those affiliated with the health sector, provided they have the appropriate credentials.

For motorists who disregard the 'Hoy No Circula' regulations, fines ranging between 2,074.80 and 3,112.20 pesos await them—equal to 20 to 30 times the Unit of Measurement and Update (UMA), valued at 113.14 pesos as of 2025.

This Friday’s restrictions are particularly important as traffic is expected to surge with many residents taking advantage of the long weekend festivities, resulting from the upcoming Monday holiday.

The program is not arbitrary. It operates across 16 boroughs of Mexico City and is enforced in 18 municipalities of the State of Mexico (including cities such as Atizapán de Zaragoza, Naucalpan de Juárez, and Nezahualcóyotl), establishing specific measures for each locality under strict environmental compliance criteria.

Notably, officials have also reported high levels of solar radiation affecting the area recently. Guidelines have been proposed recommending protective measures such as wearing long-sleeved clothing, using sunblock, and limiting exposure during peak sunlight hours.
