Those exempt from the restrictions include electric and hybrid vehicles, those with hologram 0 and 00, and any vehicle operated by health workers with authorization. Public transport vehicles, motorcycles, and some emergency vehicles also retain circulation privileges under the 'Hoy No Circula' regulations.

The program is enforced from Monday to Saturday, explicitly excluding Sundays when drivers can travel without restrictions. This extension of the rules is seen as necessary due to the area's persistent air quality issues and aims to protect public health through reduced vehicular emissions.
