Hoy No Circula Program Operates Normally In Mexico City

Restrictions apply to vehicles with green stickers and specific license plates to combat air pollution.

The ‘Hoy No Circula’ program will operate normally on Thursday, May 8, 2025, in Mexico City and the State of Mexico, so it is advisable to check the current restrictions based on the color of the sticker, license plate endings, and hologram numbers established by the Commission for Environmental Protection of the Megalopolis (CAMe) to avoid penalties.

Currently, the fine for violating this program ranges between 20 and 30 times the value of the Unidad de Medida y Actualización (UMA), which in 2025 represents an amount of between 2,262.80 and up to 3,394.20 pesos, according to data from INEGI.

What vehicles CANNOT circulate TODAY in CDMX and Edomex? On Thursday, from 5:00 a.m. to 10:00 p.m., the following vehicles will not be allowed to circulate in the 16 boroughs of Mexico City and in the 18 municipalities of the State of Mexico governed by this program:

  • Vehicles with green stickers.

  • Vehicles with license plate endings 1 and 2.

  • Vehicles with hologram 1 and 2.

What cars are exempt from the ‘Hoy No Circula’? If you’re wondering whether this vehicle control program has any exceptions, the answer is yes. According to the Secretary of the Environment of Mexico City, the following vehicles are allowed to circulate every day of the week:

  • Vehicles with hologram 0 and 00.

  • Electric and hybrid vehicles I and II.

  • Motorcycles.

  • Public transport, cargo, school, and personnel transport.

  • Emergency service vehicles and funeral processions.

  • Cars belonging to health workers with authorized passes.

  • Urban services vehicles, civil protection, public safety, and environmental monitoring.

  • Users transporting individuals with disabilities.

In summary, before heading out on Thursday, May 8, 2025, it is recommended to verify whether your car is allowed to transit through Mexico City and the State of Mexico according to the operational rules of Hoy No Circula, to avoid being fined and to contribute to the control of pollutant emissions.

The Hoy No Circula program is a measure implemented in Mexico, especially in Mexico City and the metropolitan area, aimed at reducing air pollution and improving environmental quality. The program was initiated in 1989 in response to the growing air pollution in Mexico City. Since then, it has evolved and adapted to environmental conditions. The program determines which vehicles can circulate on specific days, generally based on the last digit of the vehicle’s license plate. During environmental alerts, restrictions can be more stringent, potentially prohibiting all vehicles from circulating, regardless of their license plate number.

On Thursday, May 8, 2025, the Hoy No Circula program applies to cars with green stickers, license plate endings 1 and 2, and hologram numbers 1 and 2 in the 16 boroughs of Mexico City (CDMX) and 18 conurbated municipalities of the State of Mexico (Edomex). Vehicles exempt from Hoy No Circula on this day are those with hologram 00, 0, electric and hybrid vehicles, and passenger transport.

Cars with green stickers, license plate endings 1 and 2, and hologram 1 and 2 cannot circulate from 5:00 a.m. to 10:00 p.m. on Thursday, May 8. The fine for violating Hoy No Circula on this day is 20 to 30 times the Unidad de Medida y Actualización (UMA), equivalent to 2,074.80 to 3,112.2 pesos.

In the State of Mexico, vehicles from neighboring states like Hidalgo, Morelos, Puebla, and Tlaxcala can circulate with the same holograms and restrictions that apply to vehicles in CDMX, provided they have valid verification from their respective states, thanks to the standardization of vehicle verification criteria.

The program operates from 5:00 a.m. to 10:00 p.m. on Thursday, May 8, 2025, in the 16 boroughs of Mexico City and the 18 municipalities of the State of Mexico, which include:

  • Atizapán de Zaragoza

  • Coacalco de Berriozábal

  • Cuautitlán

  • Cuautitlán Izcalli

  • Chalco

  • Chicoloapan

  • Chimalhuacán

  • Ecatepec de Morelos

  • Huixquilucan

  • Ixtapaluca

  • La Paz

  • Naucalpan de Juárez

  • Nezahualcóyotl

  • Nicolás Romero

  • Tecámac

  • Tlalnepantla de Baz

  • Tultitlán

  • Valle de Chalco

It is important to note that the activation of Doble Hoy No Circula is determined based on air quality and weather conditions. Authorities issue official statements to inform the public about the implementation of this exceptional measure and provide guidance on the specific restrictions that will apply during these critical pollution periods.

As of now, the Hoy No Circula program for May 8 is operating normally, aiming to maintain stable air conditions and prevent congestion on the roads. Vehicles with the following characteristics will not be able to circulate in the streets of CDMX and Edomex:

  • Hologram 1, green sticker, and license plate endings 1 and 2

  • Hologram 2, green sticker, and license plate endings 1 and 2

In the case of non-compliance, fines can range significantly. In Mexico City, the penalty could be between 20 to 200 times the Unidad de Medida y Actualización (UMAS), amounting to 2,262.8 pesos up to 22,628 pesos, and the vehicle may be towed.

In the State of Mexico, the fine will be 5,576 pesos.
