Housing Society Launches New Affordable Housing Projects

Two projects offer 1,604 units at 70% of market price for eligible families

The Hong Kong Housing Society (HKHS) has unveiled its latest assisted housing projects, "Hilarious" and "Inclusion," offering a combined total of 1,604 residential units at a significant discount. Announced on March 26, 2025, the projects will be available for application from April 1 to April 14, 2025, with pricing set at 70% of the current market rates.

Located in Kwun Tong and Fanling, these developments aim to provide affordable housing options for eligible families in the region. The "Hilarious" project, situated at 22 And達臣 Road, will feature 960 units, while "Inclusion," located at 288 Ma Hội Road, will offer 644 units. Both projects are designed to cater to the needs of local residents, with a quota ratio for applications set at 4:6 for green and white form applicants.

According to HKHS, the sale prices for the "Hilarious" units will range from HKD 2.497 million to HKD 6.367 million, with saleable areas spanning from 302 to 664 square feet. Approximately 81% of the units in this development will be two-bedroom apartments, with sizes ranging from 419 to 522 square feet. The price per square foot will range from HKD 8,084 to HKD 9,669.

On the other hand, the "Inclusion" project will offer units priced between HKD 2.307 million and HKD 5.471 million, with saleable areas from 302 to 616 square feet. Nearly 78% of the units will also be two-bedroom configurations, with sizes ranging from 388 to 476 square feet. The price per square foot for these units is set between HKD 7,582 and HKD 8,881.

HKHS has established specific eligibility criteria for prospective buyers. Families of two or more can apply with a monthly income limit of HKD 60,000 and an asset limit of HKD 1.23 million. For single applicants, the limits are set at HKD 30,000 for income and HKD 615,000 for assets. Furthermore, about 40% of the quota will be reserved for families with elderly members or newborns, reflecting HKHS's commitment to supporting young families and promoting family harmony.

In addition to the general eligibility criteria, residents affected by HKHS's redevelopment projects in areas such as Kwun Tong, Kowloon City, and Sham Shui Po will be given priority in purchasing these new units. This initiative is part of the Housing Society's broader efforts to address housing needs in the community.

Demonstration units for both projects will be available for public viewing at the HKHS office in Cheung Sha Wan, starting from March 27 until April 14, 2025. No prior appointment is necessary for potential buyers to explore these units and gain a better understanding of the living spaces on offer.

Ling Ka-kin, Chairman of the Hong Kong Housing Society, emphasized the importance of these projects, stating that the 2025/26 fiscal year is anticipated to be a peak period for housing construction, with over 8,000 units expected to be launched for applications. This includes both sales and rental properties.

Looking ahead, HKHS has over 20 projects in various stages of planning and construction, with expectations to provide more than 17,000 units in the next five years, from 2025 to 2030. This ambitious plan aims to alleviate the pressing housing shortage in Hong Kong.

In line with the Housing Authority’s existing priority housing allocation schemes, HKHS will also implement similar measures for the new projects, ensuring that a significant portion of available units will cater to families with young children and elderly members.

Moreover, HKHS is actively working to combat the abuse of public housing. Since the introduction of the "Well-off Tenants Policy" in September 2018, the Society has recovered over 140 units from those deemed ineligible. Reports of abuse have surged, with incidents rising from 85 in 2023 to over 460 in 2024, prompting HKHS to enhance its enforcement measures.

As part of its ongoing efforts to support the community, HKHS is also set to launch the "Report Abuse of Public Housing Award" on April 1, 2025, offering a reward of HKD 3,000 for information leading to the recovery of misused public housing.

In addition to its housing initiatives, HKHS is promoting intergenerational integration and elderly care in its project designs and resident services. A flagship mall themed "Building an Intergenerational Living Circle" is expected to open in early 2027, further enhancing community engagement and support.
