Hong Kong Police Chief Siu Chak-yee Reflects On Career At Final Graduation Ceremony

As he prepares for retirement, Siu highlights recruitment success and commitment to public safety

On March 29, 2025, the Hong Kong Police College held a graduation ceremony that marked a significant milestone for Commissioner of Police Siu Chak-yee, who presided over the event for the last time before his retirement. During the ceremony, Siu inspected 29 graduating probationary inspectors and 158 police constables, reflecting on his 36-year career in the force.

Siu expressed mixed emotions as he recalled the motivations that led him to join the police force—fighting crime and upholding justice. "Joining the police was not just a job for me; it was a passion that has brought immense satisfaction throughout my life," he stated, emphasizing that he has no regrets about his career choice.

In his address to the new recruits, Siu encouraged them to uphold the principles of "law, reason, and emotion" in their duties. He stressed the importance of enforcing the law impartially and fairly, while also being strict with themselves and setting an example of law-abiding behavior. He urged the graduates to communicate effectively with the public to foster understanding and reduce unnecessary conflicts.

"You are the representatives of the rule of law and must always remember to conduct yourselves with integrity, whether in uniform or not," Siu advised the graduates. He highlighted the significance of empathy and understanding the challenges faced by citizens seeking assistance from the police.

Regarding the future of the police force, Siu noted a remarkable increase in recruitment numbers. In the 2023-24 fiscal year, the number of applicants surged by 46% compared to the previous year, with a further 4% increase projected for the 2024-25 year. The number of recruits also saw significant growth, rising by 35.6% in 2023-24 and an additional 25.4% in the current fiscal year. Siu remarked, "This is encouraging news, and it reflects the improving quality of applicants joining our ranks."

To enhance recruitment efforts, the police have implemented various measures, including recruitment express lines in mainland universities. Siu mentioned that recent recruitment drives in Chengdu and Wuhan yielded over 143 applications, a 74.4% increase from previous efforts. Additionally, community recruitment initiatives have been carried out in various shopping malls, with plans for more events scheduled in East Kowloon on April 5 and 6, 2025.

When questioned about his impending retirement, which is set for April 1, Siu clarified that the decision lies with the Central People's Government, following a nomination from the Chief Executive. "I will continue to work hard as long as I am the Commissioner of Police," he affirmed, highlighting his commitment to the role and the police force.

In discussing the police's performance, Siu highlighted the significant decrease in robbery cases, with the total number of incidents recorded last year at just 90—the second lowest since records began in 1969. The detection rate for these cases reached a historic high of 92.2%. He reported that the first two months of the current year saw a slight increase in robberies, with 12 cases compared to 11 during the same period last year.

The Commissioner also addressed the recent Hong Kong International Rugby Sevens event, which took place on March 28, 2025. He noted that the event was well-managed, with approximately 33,000 to 34,000 attendees. Siu acknowledged some issues regarding taxi shortages and stated that discussions with the Transport Department were underway to improve the situation.

In terms of crowd management, the police are adopting new technologies to enhance their operations. Siu reported that a new public safety management system was tested at Kai Tak Sports Park, utilizing artificial intelligence to analyze CCTV footage for monitoring crowd and vehicle density. This advancement aims to improve risk management and ensure public safety during large events.

As Siu prepares to step down, he expressed deep gratitude for the support of his colleagues within the police force, which includes over 30,000 personnel. He reflected on the camaraderie built over his years of service, stating, "It has been a privilege to lead such an outstanding team and to work alongside dedicated individuals who strive to protect the lives and property of citizens."

Looking ahead, Siu remains optimistic about the future of public safety in Hong Kong. He believes that with the commitment of the police force and the collaboration of the community, crime rates will continue to decline, allowing citizens to live and work in peace. As he concluded his remarks, he encouraged the new officers to embody the core values of the Hong Kong Police Force, which has a proud history of over 180 years, emphasizing loyalty, courage, and dedication to serving the public.
