Hong Kong Lists Seven Individuals As National Security Flight Risks

New measures target prominent activists amid intensified crackdown on dissent

Hong Kong's Secretary for Security, Deng Bingqiang, has officially designated seven individuals as flight risks under the National Security Law, signaling increased scrutiny of activists and political figures targeting the local government. This announcement, made on October 24, 2023, has generated widespread attention, as it marks another significant escalation of Hong Kong's controversial measures following the implementation of the National Security Law.

The individuals identified include prominent figures: 許智峯 (Dennis Quaintance), 郭鳳儀 (Guo Fengyi), 袁弓夷 (Yuan Gongyi), 郭榮鏗 (Guo Rongheng), 任建峰 (Ren Jianfeng), 許穎婷 (Xu Yingting), and 邵嵐 (Shao Lan). Each of these individuals has been cited for their involvement in activities perceived as undermining the stability and security of the Hong Kong Special Administrative Region.

According to Deng, the measures enacted against these individuals include prohibiting the provision or handling of funds, restrictions on certain real estate activities, and collaboration with companies or partnerships associated with the fugitives. Importantly, the measures also permit the revocation of their Hong Kong Special Administrative Region passports, effectively limiting their ability to travel internationally.

For certain individuals such as 郭榮鏗 and 任建峰, additional penalties include the temporary suspension of their professional qualifications, raising questions about their future livelihoods and careers. This action is part of Hong Kong's broad strategy to address perceived threats against national security, reflecting the administration's stringent stance on dissent.

The roots of this action can be traced back to protests and political movements within Hong Kong, which intensified following the introduction of the National Security Law imposed by Beijing. The law, enacted amid significant civil unrest, defines various actions—including secession, subversion of state power, and collusion with foreign forces—as offenses punishable by law. The seven individuals designated as flight risks are accused of, among other violations, soliciting foreign sanctions against Hong Kong and inciting unrest.

許智峯, for example, has been particularly vocal about political issues, having allegedly advocated for independence movements via his social media platforms and public engagements. His call for international intervention and sanctions against the Hong Kong government placed him at direct odds with the authorities, leading them to label him as one of the prime offenders. Similarly, 郭榮鏗 has faced accusations for writing reports and calling for international sanctions during external organizational meetings.

袁弓夷, as the initiator of the "Hong Kong Parliament," is also implicated for promoting a referendum based on self-determination, actions deemed as provocations against the central government's authority. Meanwhile, 郭鳳儀, as the executive director of the Hong Kong Democratic Committee, has been accused of coordinating with foreign politicians to push for punitive measures against China, actions perceived as colluding with outside entities.

任建峰, from the legal sector, also joins the ranks of the targeted figures. His alleged involvement involves promoting independence concepts, associatively weakening the trust and cooperation between Hong Kong and mainland governments, particularly through calls for sanctions by external forces.

Two individuals, 許穎婷 and 邵嵐, have also been implicated due to their activities surrounding protest movements and their roles within activist groups. Specifically, 許穎婷 has faced accusations for soliciting sanctions from international partners and advocating against governmental officials through various actions and platforms.

The enforcement of such measures has become increasingly assertive, with the Hong Kong government previously naming additional individuals as specified fugitives under the National Security Law. This recent action aligns with earlier regulatory efforts, wherein previous announcements referenced additional figures deemed as threats to national security.

The Security Bureau's decisions echo the continuing tensions within Hong Kong society, where the boundaries of civil liberties are being recalibrated under the guise of national security. With the climate of fear growing among activists and political figures, many are left questioning the future of democratic freedoms and individual rights within the region.
