Hong Kong Launches First NIAS Project For Smart Manufacturing

The new initiative aims to establish advanced production lines and create jobs, signaling a commitment to technological innovation.

Hong Kong's ambitions for industrial revitalization took a significant step forward on February 24, 2025, with the launch of the first project under the New Industrialisation Acceleration Scheme (NIAS), organized by the Hong Kong Science and Technology Parks Corporation (HKSTP) and Jean-Marie Pharmacal Co., Ltd. (JMP). This ceremony, held at the Tai Po Innopark, signaled the beginning of smart manufacturing initiatives aimed at not just economic growth but also technological advancement.

The NIAS is part of the Hong Kong Innovation and Technology Development Blueprint. It aims to support enterprises within strategic industries, particularly those involving life and health technology, artificial intelligence (AI), data science, and advanced manufacturing. The government has earmarked around HK$10 billion for the initiative, demonstrating its commitment to fostering innovation and new quality productive forces within Hong Kong.

During the event, Professor Sun Dong, Secretary for Innovation, Technology and Industry, stated, "JMP's smart production project is the first application under the 'New Industrialisation Acceleration Scheme' which has secured support from the ‘New Industrialisation Vetting Committee’." He emphasized the government’s resolute support for the project, which aims to establish cutting-edge production lines dedicated to pharmaceuticals developed and manufactured locally.

JMP, already recognized for its expertise in sterile eye drop production, will establish ten new smart manufacturing lines at its Tai Po facility. The integration of AI, data analytics, and robotics is expected to significantly boost efficiency and product quality. The expected investment for the project is approximately HK$600 million, with around HK$200 million anticipated through NIAS funding.

Dr. Sunny Chai, Chairman of HKSTP, remarked on the strategic importance of such initiatives, stating, "HKSTP is committed to promoting innofacturing and empowering enterprises to achieve success by providing world-class infrastructure and comprehensive support services." He highlighted the necessity of fostering collaboration among various stakeholders, including businesses, researchers, and technology innovators, to drive future developments.

Larry Sum, Chairman and CEO of Jacobson Pharma, noted, "The successful NIAS approval will not only accelerate the establishment of smart production lines but will also create approximately 200 jobs in R&D and smart manufacturing strategies. This marks a significant leap for Hong Kong's new industrialization era." He expressed gratitude for the continuous backing from HKSTP and the government.

The NIAS initiative indicates more than just the expansion of manufacturing; it is part of Hong Kong's broader objective to reposition itself as a global hub for innovation and technology. This project aligns with the ambitions to diversify the economy and create high-value job opportunities, especially as the city evolves to meet the challenges of modern industry.
