A Harrisburg man has been arrested in connection with a fire that severely damaged the Pennsylvania governor’s residence early on Sunday morning, April 13, 2025, while Governor Josh Shapiro and his family slept inside. The suspect, identified as 38-year-old Cody Balmer, is facing serious charges including attempted murder, terrorism, aggravated arson, and aggravated assault.
According to Pennsylvania State Police Col. Chris Paris, Balmer was methodical in his approach to the attack, which involved the use of homemade incendiary devices. "He clearly had a plan. He was very methodical in his approach, and moved through it without a lot of hurry," Paris stated during a press conference. Balmer allegedly breached the residence grounds and set the fire around 2 a.m., just hours after Shapiro had celebrated the first night of Passover with his family.
Governor Shapiro reported that he and his family were awakened by a member of his security detail who directed them to evacuate the residence. Fortunately, no one was harmed during the incident. He also condemned the violence, stating, "This type of violence is not okay. This kind of violence is becoming far too common in our society, and I don’t give a damn if it’s coming from one particular side or the other, directed at one particular party or another, or one particular person or another, it is not okay, and it has to stop."
The fire, which caused significant damage to the governor’s residence located on North Front Street overlooking the Susquehanna River, is being investigated as an arson case. The Harrisburg Bureau of Fire has been instrumental in preventing loss of life, and the investigation is being conducted by a major case team that includes state police, Harrisburg police, Capitol police, and the FBI.
Balmer was arrested Sunday afternoon, shortly before a scheduled press conference. Lt. Col. George Bivens of the Pennsylvania State Police noted that Balmer had evaded police after entering the grounds and setting the fire. "While they were searching, he attacked the residence – broke in and set the fires. So that was all playing out over a period of several minutes," Bivens explained. Investigators believe Balmer acted alone and was inside the residence for less than a minute.

Philadelphia Council Member Jamie Gauthier expressed relief that Shapiro and his family were safe, stating, "Violence of any kind—especially that threatens lives and public institutions—has no place in our commonwealth." As the investigation continues, authorities are working to determine the motive behind Balmer's actions. He stated, "No one will deter me or my family or any Pennsylvanian from celebrating their faith openly and proudly."
