Hanoi Undertakes Major Government Restructuring

City officials aim for more efficient administration with substantial departmental changes.

The Hanoi government is embarking on a significant restructuring of its administrative apparatus, aiming to create a leaner, more effective, and efficient setup. This initiative is outlined clearly within the report presented by the municipal government, detailing advancements made since the implementation of the Central Committee's Resolution 18-NQ/TW dated October 25, 2017. Over the past seven years, Hanoi has seen reductions of approximately 10% of civil servant positions and 14% of staff members compared to figures from 2015, and streamlined its administrative units.

According to the report, various levels of government have engaged rigorously with the directive to minimize duplication of roles and increase operational efficacy. Notably, the municipal government has emphasized stabilizing thoughts and expectations among affected staff as changes take hold.

Báo cáo số 18-NQ/TW discusses the need for continued enhancements to the public service machine. Hanoi aims to maintain ten key departments, which include the Office of the Municipal People’s Committee, the People’s Inspectorate, the Department of Justice, and others, due to their relevance and necessity. Meanwhile, plans for the consolidation of additional departments are currently under review.

The proposed mergers represent one of the most significant aspects of this restructuring. Recent plans include combining the Department of Planning and Investment with the Department of Finance to form the Department of Economy and Finance, and merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development. There are intentions to streamline organizations dealing with public welfare, such as the transition of certain responsibilities from one unit to another, to optimize resources within the city’s governance.

The central government’s objectives aim not only to reduce operational overheads but also to create departments equipped to handle the challenges of modern governance, particularly as Hanoi prepares for significant developments leading up to 2030.

Phó Chủ tịch UBND thành phố Hà Nội has emphasized, "Our restructuring must aim to fundamentally improve the effectiveness of our government services." This goal aligns with the broader ambitions of the city, which seeks to create more democratic engagement and positive interaction between the government and its citizens.

The proposed organizational changes will result not only from administrative assessments but also through active discussions within the government framework, which involves all stakeholders from city residents to governmental officials, ensuring all voices are considered.

With strategic oversight from the Central Committee, the Hanoi government is set to review and adjust its policies, allowing for flexibility as needed to address potential challenges as this reform progresses. The officials expect their restructuring efforts will support the city’s aspirations for development, growth, and increased public satisfaction.

Overall, leaders have called for vigilance, quick action, and commitment to success throughout this transition period. According to reactions from different departments involved, the potential benefits of restructuring are largely acknowledged, yet officials express concern about maintaining efficiency and morale throughout the process. This restructuring is seen as not just administrative but as fundamental to achieving improved performance across Vietnam's capital region.

Hanoi city has recognized the importance of establishing detailed procedures to guide the integration of the new administrative structure. Proposed timelines are being developed to execute these plans effectively, with numerous discussions anticipated to refine the slate of reorganization tasks.

Bởi vậy, nhiều bên liên quan đã bày tỏ sự đồng thuận với sự thay đổi này. The restructuring aims to breathe new life and vigor within the bureaucratic setup of the city, thereby enhancing the government’s capability to meet the increasing demands of urban development and citizen engagement moving forward.

With Cabinet-level support and extensive framework legislation already proposed, the Hanoi government is poised to set the stage for these transformative changes, promising movement toward operational sophistication and efficacy. These proposed new directions could represent the dawn of a more responsive and modern governance structure within Hanoi, aligning closely with the directives of the nation’s broader reform agenda.

Experts believe these changes will provide much-needed stability and functionality to the government structure, establishing clear lines of communication and authority as the region looks toward its future and prepares to tackle pressing challenges.
