The Hanoi City Police Department has taken significant steps to streamline the registration and license plate issuance process for cars, motorcycles, and specialized vehicles. Starting from March 4, 2025, commune police officers across 17 districts and Son Tay town will now handle the registration and issuance of license plates for vehicles owned by organizations and individuals residing or headquartered within these areas.
The decision is part of the authorities' commitment to decentralize vehicle management, making it more accessible to residents. The affected districts include Soc Son, Dong Anh, Chuong My, Ba Vi, Gia Lam, Thanh Tri, Thuong Tin, Hoai Duc, Me Linh, Phu Xuyen, Thanh Oai, Thach That, Ung Hoa, My Duc, Quoc Oai, Phuc Tho, Dan Phuong, and the town of Son Tay.
For the 12 inner-city districts, the registration process has also been organized efficiently. Each district will designate one ward police unit responsible for receiving documents and guiding residents through the procedures for registering motorbikes and specialized motorcycles.
Specific locations have been established to facilitate the registration process. Cong Vi Ward Police will handle registrations for Ba Dinh District; Phuc Dien Ward Police for Bac Tu Liem District; Nghia Do Ward Police for Cau Giay District; Trung Liet Ward Police for Dong Da District; Van Quan Ward Police for Ha Dong District; Lê Đại Hành Ward Police for Hai Ba Trung District; Hang Buom Ward Police for Hoan Kiem District; Hoang Liet Ward Police for Hoang Mai District; Viet Hung Ward Police for Long Bien District; Trung Van Ward Police for Nam Tu Liem District; Quang An Ward Police for Tay Ho District; and Thanh Xuan Trung Ward Police for Thanh Xuan District.
The Traffic Police Department is also playing a key role. They are responsible for registering and issuing license plates for vehicles owned by organizations and individuals in the 12 inner-city districts, as well as registering motorcycles auctioned for license plates.
The designated registration locations for the Traffic Police Department include: 342 Thai Ha Street, Dong Da District (Facility 1); 1234 Lang Street, Dong Da District (Facility 2); and 2 Nguyen Khuyen Street, Ha Dong District (Facility 3).
Hanoi's residents can now expect shorter processing times for vehicle registrations. The police will be equipped to finalize registration and license plate issuance within just minutes, translating to greater efficiency and public satisfaction.
With the changes implemented, residents are encouraged to contact the respective local police units to carry out vehicle registrations as smoothly as possible. This initiative not only enhances local governance but also strengthens the connection between the police force and the community it serves.
Meanwhile, the newly established Driver Examination and Licensing Team, which started its activities on March 1, is set to expand its role. They will organize driving tests and issue driving licenses and international permits. Residents interested can submit their applications directly at the Team's two receiving locations: Facility 1 at 2 Phung Hung and Facility 2 at 253 Nguyen Duc Thuan, Trau Quy town, Gia Lam district. The public reception hours are from 8:00 AM to 11:30 AM and 1:30 PM to 5:00 PM.
Overall, these measures signify Hanoi's commitment to improving vehicular management, making it more adaptive to the needs of the city's growing population and ensuring orderly traffic regulation.
Residents are advised to take advantage of this new system and participate actively as the local police implement these changes. It marks a turn toward greater accessibility and efficiency, paving the way for urban development and improved transportation infrastructure.
