On February 28, 2025, the Hanoi Police Department (CATP) held a significant ceremony to announce the decisions related to the restructuring of its organization and the staffing adjustments resulting from the abolition of the district-level police force. This move aligns with the broader policy of consolidizing governmental bodies at all levels. The restructuring aims to streamline operations, improve efficiency, and adjust to new administrative demands.
The ceremony was presided over by Lieutenant General Nguyen Hai Trung, member of the Central Party Committee, Secretary of the Party Committee, and Director of the CATP, accompanied by various officials from the Ministry of Public Security, including Deputy Colonel Nguyen Van Tram, Deputy Commander of the Mobile Police Command, and representatives from other governmental departments.
During the meeting, Colonel Tran Van Quang, Head of the Personnel Department, reported on the comprehensive review of the police force’s structure. Following the directives of the Central Party's police wing and based on Plan 282, the decision was made to eliminate the district-level police units, thereby consolidifying command and enhancing operational capacity. This significant organizational shift involves reducing nine district police forces and 67 departmental branches, creating more effective resource allocation and operational coherence.
Lieutenant General Trung emphasized the importance of ensuring all units remain functional and aligned with the operational goals of maintaining order and security within the community. He called for all personnel to undertake their new roles with determination and responsibility, ensuring seamless execution of all assigned tasks without disruption.
The restructuring reflects not only the CATP's commitment to modernizing its operational status but also aligns with national efforts to refine the governmental apparatus to suit contemporary governance demands. This initiative is part of larger strategies aimed at reinforcing police capabilities, ensuring public safety, and adapting to the modern era's challenges.
Cadres who are being transferred are expected to stable their new positions quickly and effectively contribute to their units’ missions. Further elaboration of the new structure shows the integration of the Mobile Police Command and the Protection Police Department to form the new Mobile Police Department.
The restructuring is expected to impact directly thousands of officers, obliging them to adapt to the changes positively. The goal is for newly organized units to operate synchronously to minimize service interruptions to the public. Adjustments will include revised standard operating procedures and enhanced accountability measures among personnel.
With the recent changes, the approach aims for fluidity and clarity concerning roles and responsibilities across all police units. Emphasis on training and competency development continues to be prioritized as officers adapt to their new operational hierarchies.
Overall, this restructuring endeavor marks a pivotal shift within the Vietnamese police framework as it seeks to meet the dynamic requirements of society. The leadership of the CATP is committed to maintaining transparency throughout this process, ensuring all personnel are engaged and well-informed as the transition progresses.
Lieutenant General Trung conveyed confidence in the collective capability of the police force, asserting, "This restructuring is not only necessary but also reflects the progressive vision of our leadership. We believe this will lead to more streamlined operations and improved service delivery to the citizens we protect." His remarks underscored the blending of effective administration with diligent law enforcement to create heightened public trust and confidence.
Efforts are also being made to monitor the implementation of changes, maintaining oversight to tackle any challenges arising with the new operational structure. The commitment remains clear: to build and sustain an efficient police force capable of upholding security and responding adeptly to the public's needs.
