Hanoi Faces Cold Snap As Locals Adapt And Prepare

Severe cold and humidity prompt public response and clarification of traffic rules.

Hanoi, Vietnam is currently shrouded in extreme cold as temperatures plummeted to around 12°C (54°F), causing residents to bundle up and adapt their activities to cope with the biting chill. Reports from the National Center for Hydro-Meteorological Forecasting (NCHMF) suggest this severe weather is due to the arrival of a strong cold front, which has led to cold air movements resulting in drizzle, fog, and heightened humidity.

According to NCHMF, the cold weather across Northern Vietnam is expected to endure until at least mid-February, with predictions of more severe conditions. Between February 12 and 16, areas such as southern Son La, Hoa Binh, and the eastern provinces will see more drizzle and damp conditions. Meanwhile, Hanoi residents are coping by gathering at outdoor spots, such as popular cafes around West Lake, many of which are lit by cozy fire pits to attract patrons against the cold backdrop.

A representative from the Hanoi Traffic Police Department recently elucidated some confusion concerning traffic regulations during this period of inclement weather. On February 9, they addressed concerns circulating online about the potential for hefty fines of up to 14 million VND ($550) for individuals stopping their motorbikes to put on raincoats. "There is no regulation penalizing individuals who stop to wear a raincoat if they follow traffic laws," affirmed the representative. Motorists are allowed to stop as long as they do not obstruct traffic or violate any stopping regulations. Fines apply only for improper stopping or parking, delineated clearly under the Road Traffic Safety Law.

Despite the cold driving many indoors, the vibrant spirit of Hanoi still shines through. Groups of young people were spotted roaming the streets late at night, infused with Winter’s wonder. Cafes remained busy, with many choosing to stay outside, relishing the brisk temperatures. Yet, as the hour grew late, the number of patrons diminished swiftly—many street vendors also noted fewer customers, particularly near Hoan Kiem Lake and across the Old Quarter.

Ominously, experts remain concerned about the impacts of persistent humidity levels forecasted to remain above 85% from late February until April. Nguyen Van Huong, the head of the Weather Forecasting Department at NCHMF, cautioned about the risks involved, noting, "Excessive humidity can affect daily activities and respiratory health, particularly for children and the elderly." The forecast indicates long stretches of damp conditions favoring the proliferation of allergens and respiratory pathogens, increasing the likelihood of allergic reactions.

Current forecasts predict drizzle and persistently cold air, alongside high humidity across Northern Vietnam. The cold has already wreaked havoc, especially across mountainous terrains, with icy conditions expected. Observations from the NCHMF note the lows were particularly severe, where some mountainous areas have reached perilous temperatures between 5°C and 8°C.

Meanwhile, as the cold grips Hanoi, life continues with citizens adjusting accordingly. Vendors at the Dong Xuan Night Market, usually thrumming with activity, packed up earlier due to the bitter chill, and many set up makeshift barriers for warmth as their goods remained unsold. Security guard Ngo Trong Minh remarked, "Lately, it's been raining at night, and the temperature has dropped even farther. Every shift, I set up barriers like this to shield myself from the wind." Alongside these individual strategies, many residents have taken to social sharing to disseminate news about the uncommonly wet, cold, and humid weather conditions.

Although the weather has posed various challenges, it has also seen the community come together, fostering resilience. From adapting to the extreme chill by layering up, utilizing umbrellas, or gathering around outdoor fires, Jakarta’s vibrancy persists amid the frost. The warmth of human connection remains evident, even when the air is biting cold.

Overall, the dual struggle of facing inclement weather and the clarity from local traffic authorities has left Hanoi’s populace cautiously optimistic as they brace for continued chilly days and potential disruptions.
