On April 8, 2025, a high-level forum on Reliable AI Data Space Value Co-creation took place in Guiyang, Guizhou, bringing together government officials, leading enterprises, and academic experts to discuss the future of data and artificial intelligence (AI). Themed "Multiplying Guizhou's Potential, Intelligent Future Ahead," the forum focused on the coordinated development of data and AI, emphasizing the trends and opportunities in creating a reliable data space that supports the high-quality development of the Guizhou National Data Element Comprehensive Experimental Zone.
During the forum, the Guizhou Provincial Big Data Development Administration and Huawei Cloud, as the main initiators, officially launched the "Reliable AI Data Space" innovation exploration in collaboration with the China Academy of Information and Communications Technology and other related enterprises. This initiative aims to unlock the value of public data and enhance service delivery across various industries.
Zhu Zongyao, Party Secretary and Director of the Guizhou Provincial Big Data Development Administration, highlighted the province's commitment to advancing its big data strategy. He stated that Guizhou, as China's first national big data comprehensive experimental zone, is focused on building a reliable data space. Zhu emphasized that the province will work on four key aspects: ensuring data is available, flowing smoothly, utilized effectively, and secured safely. He expressed Guizhou's willingness to collaborate with various industries to explore and innovate in the data element sector.
Xiao Xiao, President of Huawei Hybrid Cloud, shared insights on the evolution of the data element industry. He noted that the industry is undergoing significant transformations, moving from "data resourceization" to "data capitalization," from "general intelligence" to "industry intelligence," and from "difficult data sharing" to "reliable and easy interaction." He affirmed Huawei Cloud's commitment to providing a robust platform and tools to support the high-quality supply of data and to foster the release of data value through ecosystem collaboration.
As AI technologies continue to accelerate the process of industry intelligence, the demand for high-quality, sustainable data is becoming increasingly critical. However, challenges persist, such as data being invisible, unreliable, or unusable for AI applications. The integration of reliable data spaces with large AI models is emerging as a central theme in the evolution of intelligent data systems.
Liu Mo, Director of the Information and Industrialization Integration Research Institute at the China Academy of Information and Communications Technology, remarked on the global acceleration of reliable data space development. He noted that many countries, including China, are transitioning from pilot projects to operational models, exploring various application patterns, ecosystem operations, technical frameworks, and regulatory mechanisms.
Looking ahead, the forum emphasized the need to create a collaborative value creation model driven by application scenarios. This involves establishing mechanisms for efficient data circulation and sustainable operations, paving the way for new paths in the large-scale utilization of data resources.
In a related initiative, the Nanjing Institute of Technology's School of Information Engineering recently partnered with the D厂 Street Working Committee of the Jiangbei New District to launch the "AI Frontier Technology + Trendy Training" project. This project aims to bridge the gap between education and regional development by providing practical AI training tailored to the needs of local communities.
The project employs an innovative three-dimensional model of "course + scene + community," led by Associate Professor Shi Yanhong. The curriculum features six major modules, including intelligent office tool applications, AI-assisted industry analysis, data visualization practice, and intelligent body applications. This approach focuses on both workplace necessities and technological empowerment, aiming to ignite enthusiasm among youth for learning and applying AI.
Since its launch, the project has successfully incubated several practical application cases. Shi Yanhong shared that they are currently offering standardized course packages at a frequency of eight class hours per week, having trained over one hundred grassroots cadres in D厂 Street and Yanjiang Street. Plans are in place to expand the program to more enterprises and communities within the Jiangbei New District.
This collaboration exemplifies how educational institutions can leverage AI technology to enhance governance effectiveness and contribute to regional development. The Nanjing Institute of Technology's initiative not only brings AI frontier technology into practical use but also positions vocational education as a vital player in addressing local developmental challenges.
As these initiatives unfold, they highlight the crucial intersection of technology, education, and governance in shaping a future where data and AI work in tandem to foster sustainable growth and innovation across various sectors.
