The magnitude of the task at hand is evident, as the country has faced nine major storms along with torrential rains and floods resulting from these weather events, leading to hundreds of casualties and significant economic damage, totaling approximately 81 trillion VND. Amid these challenges, the government has been proactive, implementing measures to assist those affected by natural disasters swiftly. This includes the distribution of over 16,000 tons of rice to over 187,000 households.
Legal support services are equally important. The state legal aid centers across various provinces have ramped up their outreach efforts to help communities understand their legal rights. For example, the legal aid center in Điện Biên province has been working tirelessly to remove barriers to accessing legal services. The center report they achieved this aim by providing services and information in local languages, making it accessible for ethnic minorities who previously faced challenges due to language barriers.
According to Lê Thị Diệu, Director of the Điện Biên Legal Aid Center, "Over 80% of local residents are eligible for legal assistance, but geographical challenges and the fear of approaching legal services hinder their access." Efforts have included informational sessions conducted both online and directly within remote communities, helping residents gain necessary knowledge about their legal rights and benefits.
This multifaceted approach is mirrored by the activities of the provincial Disabled Persons Support Association, which successfully mobilized over 6 billion VND to assist people with disabilities and orphaned children. This comprised of various supportive interventions, from medical assistance to educational sponsorships and livelihood support initiatives.
The efforts aim to provide comprehensive support and focus on sustainable living solutions, with specific goals set for the upcoming year to distribute wheelchairs and bicycles to needy families and students. The association has received accolades for its impactful work and continues to expand its outreach.
Nguyễn Thị Kiều Châu, the Director of the Bình Thuận Legal Aid Center, elaborated on the steps being taken to promote legal awareness among those most at risk of exclusion. "We aim to increase the capacity and professionalism of legal aids to assist not only legally but also to create awareness on the availability of these services. Our goal is to inform everyone about their rights to access free legal assistance," she stated.
Community engagement remains at the heart of these initiatives, with local leaders playing pivotal roles. For example, Nguyễn Hữu Đại, the Vice Chairman of the Nậm Pồ District People's Committee, reinforced the responsibility of local governance to facilitate the registration of births and marriages, which are fundamental aspects of legal identity and rights.
The programs also focus on raising awareness about the importance of legal documentation as part of protecting individual rights. Families are encouraged to register births to secure rights for their children, aligning with national objectives of complete legal recognition.
There has been noted progress as evidenced by the recent decrease of unregistered births, attributed to the efforts of local educators and social workers who continue to engage with parents about legal processes.
Despite the success seen, challenges remain, particularly for vulnerable groups without easy access to services. It’s estimated there are still many cases where individuals do not utilize available aid due to lack of information or accessibility. To combat this, continued education and outreach are necessary.
