Government Expands Housing Programs For Families

New initiatives aim to boost access to affordable housing through loans and social support for young families.

The Russian government has launched new initiatives aimed at improving housing conditions for families, which includes the expansion of financing options for young families and the introduction of family mortgages for acquiring secondary properties.

Starting this spring, Prime Minister Mikhail Mishustin announced plans to extend the family mortgage program, currently limited to new builds, to include properties on the secondary market. This change is expected to provide much-needed support for families living in regions devoid of new housing developments.

Under the existing family mortgage scheme, families can currently only purchase new homes under specific conditions. The new proposals aim to broaden access, particularly for families with at least one child under 18, allowing them to take mortgages at interest rates as low as 6% annually on secondary homes.

Mayor Vladislav Denisov of Uvarovo has highlighted the importance of social support for young families. "Собственное жильё, уютный семейный очаг — это возможность строить планы на будущее," he stated during the presentation of social payments to three young families, who collectively received 5.4 million rubles for housing improvements.

This initiative, which began over 15 years ago, has benefitted around 180 families so far, with the latest beneficiaries promising to utilize the funds to ease their mortgage burden. Ksenia Merkulova, one of the recipients, expressed her excitement about receiving support from the government, saying, "Такое счастье — получить возможность улучшить свои жилищные условия с помощью господдержки."

Similarly, Irkutsk will see 86 young families benefit from the state program 'Youth – Affordable Housing.' Over 2,200 families have previously improved their living conditions through this initiative, which offers substantial financial aid varying from 960 thousand to 3.7 million rubles, based on each family’s specific needs.

Local authorities are focusing on prioritizing assistance to larger families to facilitate their entry onto the housing market. Families can use these funds toward the purchase of homes or the construction of new ones, allowing them to potentially clear existing mortgage debts and purchase new properties.

The inclusion of secondary housing purchases under the family mortgage scheme is seen as key to addressing the stagnation of the housing market, particularly in regions with low new property construction rates. Reports indicate several regions, such as Ingushetia and Kalmykia, where the existing housing stock is critically low and families await new building opportunities.

By diversifying housing options available to families and encouraging market activity, these changes could lead to improved living conditions overall. A financial analyst associated with Sberbank, Mikhail Matovnikov, remarked on the necessary justice this brings to smaller cities lacking development: "Достаточно несправедливо, когда там, где ничего не строится, льготная ипотека недоступна."

This initiative's success hinges on the comprehensive and targeted nature of program criteria, which aims to tailor mortgage availability to match the true housing needs of families across different regions.

With the 2025 implementation approaching, it remains to be seen precisely how these changes will impact housing prices and market fluidity. Experts are optimistic about the potential benefits, noting the interconnectedness of the primary and secondary housing markets on regional economic activity.

This push for improved housing assistance is framed within larger government strategies to sustain demographic growth, stimulate local economies, and provide families with the security they need to thrive.
