Gosuslugi Launches Self-Ban Service On Loans

New service aims to protect users from fraud by restricting access to loans and credits.

On March 1, 2025, the Russian government launched a new service on the Gosuslugi portal, enabling users to voluntarily impose restrictions on loans and credit. This innovative self-ban service is aimed at providing Russian citizens with enhanced protection against fraud and unauthorized lending.

The Ministry of Digital Development, Information Technologies and Mass Communications announced the launch, emphasizing the importance of protecting oneself against fraud. According to their official statement, "Защитите себя от мошенников! Воспользуйтесь сервисом на Госуслугах, который позволяет установить добровольный запрет на выдачу кредитов и займов." This translates to “Protect yourself from fraudsters! Use the service on Gosuslugi, which allows you to establish a voluntary ban on the issuance of loans and credits.”

This service could be particularly beneficial for individuals concerned about identity theft or those who may have previously fallen victim to fraudulent practices. The self-ban is applicable to all consumer loans and credits, allowing users to restrict or completely prohibit the issuance of loans either through direct application at banks or via remote channels.

To utilize this service, users must create and verify their accounts on the Gosuslugi portal. The verification process includes confirming personal information such as full name, passport series and number, and tax identification number (TIN). Once these details are validated, users can initiate the process by entering "Самозапрет на кредиты,” or “self-ban on loans,” and selecting the type of ban they wish to establish. Users can choose to place full restrictions on obtaining loans or partial ones, limiting options such as distance loans only.

The self-ban will be noted on the individual’s credit history, and banks and microfinance organizations are mandated to adhere to this restriction. Reportedly, "После этого микрофинансовые организации и банки должны отказывать в выдаче микрозайма или кредита," which means, “After this, microfinance organizations and banks must refuse to issue loans or microloans.” This ban will help to prevent any unfortunate surprises for users, ensuring they remain informed and protected.

Despite its potential benefits, experts warn of possible fraudulent activities arising from this new service. The introduction of the self-ban feature may give rise to new scams, where fraudsters could impersonate Gosuslugi representatives, attempting to solicit sensitive information from unsuspecting users. Therefore, it is important for individuals to remain vigilant during this new process.

To disable the self-ban, users need to submit another application through the portal. Unlike the initial setup, this process requires a qualified electronic signature (UKEP), which can be created within the Gosuslugi app. Any requests to remove the ban will be processed within two calendar days. The Ministry advises, "Снять ограничение можно в любой момент, подав заявление на Госуслугах," or “You can lift the restriction at any time by submitting an application on Gosuslugi.”

This self-ban does not cover mortgage, educational, or auto loans, nor does it apply to existing contracts. Users should be aware of these limitations when considering placing restrictions on future loan applications. With the rising concern surrounding unauthorized loans, many may find peace of mind through this service.

Authorities also caution users about the potential negative impact this could have on their financial freedom, especially for those who may rely on credit for necessary purchases. If imposed, the restrictions might hinder access to installment plans offered by stores or online platforms, impacting customers' purchasing decisions. Therefore, individuals should carefully evaluate their need for such service against potential hindrances.

While the self-ban service provides Russian citizens with new tools and options for maintaining control over their financial transactions, it requires careful usage and consideration. This proactive feature opens doors for individuals seeking to protect themselves from potential lending fraud but also demands responsible engagement to mitigate associated risks.

Moving forward, the government plans to expand this service to multi-functional center (MFC) access by September 1, making it available for those who might not be comfortable utilizing digital platforms. Users will be able to check the status of their self-ban through Gosuslugi, ensuring transparency and access to their financial information.

The launch of this self-ban service marks a significant response to the increasing risks associated with loans and credits, offering users options to safeguard their interests. By empowering citizens with tools to implement self-restrictions, the Russian government is taking strides toward greater financial security and consumer protection.
