General Kainerugaba Urges African Militaries To Cooperate

The Chief of Defence Forces highlights the need for unity to tackle regional conflicts and enhance stability.

In a significant address aimed at strengthening regional stability and integration, General Muhoozi Kainerugaba, the Chief of Defence Forces (CDF) of the Uganda Peoples’ Defence Forces (UPDF), urged African militaries to work collaboratively to overcome existing barriers. Speaking to senior military officers at the Rwanda Defence Force (RDF) Command and Staff College in Musanze District, the General highlighted the persistent conflicts and the need for economic development as core challenges obstructing military cooperation across the continent.

“We must think beyond borders and focus on what unites us,” General Kainerugaba expressed, stressing the importance of mechanisms such as regional cooperation, human security, and international partnerships with traditional allies. The CDF elaborated on how enhanced military cooperation not only aids in conflict deterrence but also conserves resources for development, thus minimizing unnecessary military expenditure. “Working together delivers better outcomes. Each country brings unique strengths to the table, and when combined, they create a powerful force for peace and progress,” he noted.

The General acknowledged the diverse representation of African nations among the college’s student officers, urging them to support African-led solutions tailored to African problems. In his words, “Our security, prosperity, and unity depend on us adopting a strategic and cooperative mindset.” He emphasized the need for African nations to share responsibilities and collaborate effectively for the continent’s betterment.

Moreover, General Kainerugaba called for an end to the prevailing culture of rivalry among African countries. He stated, “Let us abandon the race to outshine each other. Our focus should be on mutual growth, not competition.” This sentiment emphasized the necessity of collective focus on prosperity over competition, fostering a unified continent that tackles common challenges.

While expressing gratitude for the strong partnership that has developed between the UPDF and the RDF, General Kainerugaba attributed this to the visionary leadership of Presidents Yoweri Museveni of Uganda and Paul Kagame of Rwanda. This relationship serves as a model for other African nations, demonstrating the potential benefits of cooperation over rivalry.

During his visit, General Kainerugaba toured the various facilities at the RDF Command and Staff College. He received a comprehensive briefing on the college’s operations from Rwanda’s Chief of Defence Staff, General Mubarakh Muganga, who accompanied him throughout his engagement, reinforcing the existing ties between the two military forces.

The address by General Kainerugaba comes at a crucial time for the continent, as countries grapple with threats ranging from terrorism to economic instability. His call for collaboration among African militaries is perceived as a timely reminder of the need for unity in addressing these pressing challenges. The General’s remarks are a clarion call for military institutions across the continent to prioritize cooperative frameworks that enhance stability and security.
