France Travail Plans One Million Job Seeker Checks

The new monitoring strategy aims to enhance employment support and accountability for job seekers.

In a significant shift in its approach to monitoring job seekers, France Travail is gearing up for a massive wave of checks in 2025, with plans to scrutinize one million individuals. This unprecedented move marks a stark departure from previous practices and has sparked apprehension among many job seekers. The full employment law, which came into effect at the beginning of 2025, has fundamentally altered how France Travail interacts with the unemployed. Under this law, the organization has set an ambitious target of conducting 980,000 checks in 2025, a stepping stone towards a more extensive goal of 1.5 million checks by 2027. Since July 2024, France Travail has been experimenting with new verification protocols across eight regions, allowing the agency to refine its methods. In 2024, France Travail conducted 610,780 checks, reflecting a 16.7% increase from the previous year. Of those checked, 55% complied fully with their job search obligations, indicating a significant portion of the unemployed are actively engaging with the system.

Conversely, 17% of the checks resulted in temporary removals, leading to the suspension of unemployment benefits. Notably, nearly half of these sanctions—47%—were prompted by alerts from field advisors, underscoring the critical role that on-the-ground support plays in the employment process.

To bolster its capacity for these extensive checks, France Travail is planning to recruit an additional 300 staff members by the end of 2025, which will increase its specialized workforce to 900 agents. These new hires will be tasked with utilizing a dedicated monitoring platform to analyze cases of missed appointments, which are considered red flags in a job seeker's journey.

The agency's proactive approach aims to distinguish between legitimate reasons for non-compliance and those who may be neglecting their job search responsibilities.
