Fragile Ceasefire Between Israel And Lebanon Faces Immediate Challenges

New tensions arise as Israel and Hezbollah resume military actions after ceasefire implementation

After months of intense conflict, a fragile ceasefire between Israel and Hezbollah has been established, characterized by increasing tensions along the border. This tenuous truce follows numerous airstrikes and shelling, leaving local communities caught between the military actions and the hope for lasting peace.

On Sunday, December 1, 2024, Israeli jets conducted airstrikes over the southern Lebanese border village of Yaroun, with no immediate casualties reported. This came just days after the announcement of the ceasefire, brokered with U.S. and French assistance. Local reports indicated continued Israeli military operations, including shelling, raising concerns about the peace agreement's durability.

The truce, effective as of last Wednesday, marks the first substantial halt to hostilities following over 14 months of relentless fighting. Since the ceasefire's initiation, Israel has maintained curfews around the Litani River and has warned displaced Lebanese residents not to return to their homes yet. The Israeli military stated its actions were necessary to preempt any potential attacks from Hezbollah militants.

While the ceasefire agreement aims for a 60-day cessation of hostilities—requiring both Hezbollah and Israeli forces to withdraw from contentious zones—local leaders are voicing dissatisfaction. Lebanese caretaker Prime Minister Najib Mikati and the military have criticized Israel for its apparent violations of the truce, accusing its forces of undermining the agreement with their continued military presence.

The details of the ceasefire remind many of United Nations Resolution 1701, passed after the brief yet brutal war between Hezbollah and Israel in 2006. This resolution established the buffer zone intended to prevent future conflicts. The current ceasefire agreement aligns with these principles, manding Hezbollah's withdrawal north of the Litani River and repositioning Israeli troops back to the southern border.

Lebanon has struggled mightily to recover from the recent military engagements. The war displaced approximately 1.2 million residents and devastated infrastructure, prompting urgent calls for humanitarian assistance and rebuilding efforts. The World Bank estimates the damages from the conflict at about $8.5 billion.

Despite the ceasefire, the reality remains dire for many families. The Lebanese military has reported having to detonate unexploded munitions and has also dealt with the grim task of recovering bodies from rubble across towns affected by the hostilities. The Lebanese health ministry has designated temporary burial sites for residents due to the very real danger of returning to their original burial places.

Complicators such as these highlight the volatile nature of the ceasefire. Observers note the possibility of escalation should one side perceive the other as violating the terms of the agreement. French officials expressed concerns following reports of 52 ceasefire violations attributed to Israel and continued low-altitude drone flights over cities like Beirut. They emphasized the need for both parties to adhere strictly to the terms outlined by the U.S.- and French-brokered agreements.

Israeli government circles insist their military strikes are necessary to prevent alleged Hezbollah attacks, signaling there could be little room for forgiveness should tensions flare. Recent comments from Israeli Prime Minister Benjamin Netanyahu reinforced this position, indicating strict enforcement of any violations will be met with determined responses. Yet, there’s pressure from France, urging Israel to refrain from unilateral military actions, which could jeopardize the fragile peace.

Monitoring the ceasefire's effectiveness, U.S. Major General Jasper Jeffers and U.S. envoy Amos Hochstein will lead a new oversight committee including French and UN representatives. This committee is set to address disputes and assess compliance as tensions linger. Meanwhile, stability from any ceasefire currently hinges on the ability of the Lebanese military to manage security within the buffer zone, with the assistive presence of UNIFIL peacekeepers from 48 nations.

Adding to the complexity of the situation, Iranian officials have warned against any normalization of Israeli violations of the ceasefire agreement. They stress the need for constant vigilance by Hezbollah and allied forces to prevent any recurrence of hostilities.

Hezbollah maintains its commitment to the ceasefire, recording Israeli violations carefully but acknowledging the necessity of honoring the accord for the time being. Declaring its resolve, Hezbollah has reiterated its readiness to respond, if provoked, concerning the security of Lebanese territory.

This tense atmosphere leaves civilians straddling the line between anxiety and hope as they await whatever outcomes the ceasefire may yield. Many are left with questions about their futures, and images of destruction left by war linger heavily on their minds.

Even beyond the ceasefire itself, the prospect of lasting peace seems uncertain. Analysts are concerned about whether the Lebanese Army is equipped to properly monitor the buffer zones, warning of the potential for the agreement to collapse under the weight of both historical grievances and current provocations.

While international leaders advocate for peace and cooperation, the path forward remains fraught with challenges. What lies next for Lebanon and Israel may well determine the geological security of the region for some time to come. Experts agree continued dialogue is necessary, but achieving true restoration calls for addressing the root causes of the conflict, which remain unresolved.
