Former Tijuana Mayor Juan Manuel Gastélum Dies At 71

Juan Manuel Gastélum's passing marks the end of an era in Tijuana politics as tributes pour in for the last PAN mayor.

Juan Manuel Gastélum Buenrostro, the last mayor of Tijuana from the National Action Party (PAN), passed away on April 9, 2025, due to medical complications following a fainting incident at the Club Campestre. He was 71 years old.

Born on October 31, 1954, in Tijuana, Gastélum was a prominent figure in local politics. He had previously served as interim mayor from November 2000 to March 2001 and was elected as mayor for a full term from November 2016 until April 2019. His political career began with the PAN in 1992, and he held various roles, including local and federal deputy.

On the afternoon of April 6, 2025, Gastélum collapsed at the Ciudad Campestre sports club. His son, Juan Manuel "El Patitas" Gastélum Rivera, reported that the following 48 hours would be critical for his father’s recovery. He was taken to a hospital where he was sedated to stabilize his condition.

Despite initial hopes for recovery, Gastélum's health deteriorated, leading to organ failure and ultimately his death on April 9. His son shared a heartfelt message on social media, stating, "On behalf of the Gastélum Rivera family, with gratitude in our souls and hearts full of memories, we honor my father's life and his example. Thank you for so much, Dad. Rest in peace."

Gastélum had a significant political history, having served as a state advisor and delegate president for the PAN. He was a deputy in the XIX Legislature from 2007 to 2010 and a federal deputy in the LXII Legislature from 2012 to 2015. His tenure as mayor was marked by various challenges, including losing his re-election bid to Morena's Arturo González Cruz.

His passing has elicited condolences from across the political spectrum, with the Municipal Committee of the PAN in Tijuana expressing their sorrow through social media, stating, "We regret the sensitive passing of former mayor Juan Manuel Gastélum. We send our wishes of strength and resignation to his family."

In July 2022, Gastélum had suffered a heart attack that required treatment in Otay Mesa, California. Although he recovered from that incident, his health had become a concern in the months leading up to his death. Local political figures have paid tribute to his contributions to Tijuana, highlighting his commitment to public service.

As a lawyer by profession, Gastélum returned to his legal practice after his term as mayor, emphasizing his dedication to both his community and his profession. His legacy as the last PAN mayor of Tijuana remains significant, as he navigated the complexities of local governance during a time of political transition.

Born and raised in Tijuana, Gastélum studied law at the University of Sonora, graduating around 1980. He later pursued a master's degree in Civil Law in Mexico City, equipping him with the skills necessary for his political and legal careers.

His life and career were characterized by a deep commitment to the city he loved, and his passing marks the end of an era for Tijuana's political landscape. The city now reflects on his contributions and the impact he had during his time in office.

Details regarding funeral services have yet to be announced, as the family has asked for privacy during this difficult time. The outpouring of support from the community underscores the respect and admiration he garnered throughout his life.

As Tijuana mourns the loss of Juan Manuel Gastélum Buenrostro, many remember him not just as a politician, but as a dedicated public servant who sought to improve the lives of those in his city.
