Former Deputies Charged Over $37 Million Extortion Scandal

Federal indictments reveal alarming abuse of power by ex-LASD deputies and military members.

Four individuals, including two former Los Angeles County sheriff's deputies, have been charged with orchestrated extortion efforts during a sham raid aimed at seizing $37 million from a Chinese businessman living in Irvine. This shocking case reveals how far some law enforcement officials might go to abuse their power, acting as mercenaries on behalf of their wealthy clients.

On June 17, 2019, prosecutors allege the accused formed what they called a "sham law enforcement team" to enforce fraudulent demands. Federal authorities have brought serious charges against Steven Arthur Lankford, Glen Louis Cozart, Max Samuel Bennett Turbett, and Matthew Phillip Hart — who are facing significant prison time if convicted.

During the operation, the victim and his family were forcibly confined, threatened with violence, and faced intimidation tactics until he relinquished rights to his business interests. The deceitful raid was reportedly financed by the man’s former business partner, who had been embroiled in disputes with him.

According to the U.S. Department of Justice, the conspirators came well-prepared to mislead their victim, presenting themselves as police and immigration officials. They coerced the businessman, who is also legally residing in the U.S., creating an atmosphere of fear and desperation.

Victimized during this elaborate scheme, the businessman was pinned against the wall, choked, and threatened with deportation if he did not comply with the demands of his captors. Facing the safety of his family, he complied and signed documents, handing over his multimillion-dollar stake in Jiangsu Sinorgchem Technology Co. Ltd., which specializes in rubber chemicals.

The dark tale unraveling over the allegations stretches back over five years but has been coming to light as investigators took time to build their case. The stakes of this incident are high not only for the accused but for the reputation of law enforcement as the system of checks and balances is tested by such betrayals of public trust.

Steven Arthur Lankford, aged 68, had been serving with the Los Angeles County Sheriff’s Department until his retirement two years ago. Lankford reportedly used department resources to gather information about the victim, violating department policy.

Accompanying him on this mission were Cozart, 63, who until his retirement also served as sheriff's deputy, alongside two additional suspects with military backgrounds. Prosecutors have named Turbett, 39, who is from the United Kingdom, and his Australian counterpart, Hart, 41, as part of the operation.

Federal prosecutors revealed how the alleged plot involved more than mere intimidation but also involved securing significant financial gains through manipulation. The Chinese national who financed the raid has not been charged but is central to the allegations surrounding the rights to the victim’s lucrative business.

Upon facing legal consequences, the suspects maintained their innocence, pleading not guilty to all charges. Their legal representatives have attempted to deflect blame, claiming the prosecution relied on the testimonies of individuals with vested interests.

U.S. Attorney Martin Estrada emphasized the critical need for accountability among public officials, stating, “It is unacceptable and a serious civil rights violation for sworn police officers to take the law aside and personally benefit from their authority.”

If the accused are found guilty, they each face the prospect of spending up to twenty years behind bars. This dramatic incident serves as a cautionary tale of power misused and justice undermined within the very institutions meant to uphold public order.

The case highlights the concerning intersections of law enforcement authority and private endeavors gone awry, raising questions about systemic integrity. Citizens are urged to keep advocating for transparency and justice to restore faith in their law enforcement agencies.

This incident adds to the growing alarm over law enforcement breaches, particularly where former officers exploit their knowledge and connections for personal gain. The reputations of public offices are perpetually at stake if these patterns persist.

The careful formulation of these criminal charges reflects the government's role not only as enforcers of law but also as guardians of civil rights. The National Sheriffs' Association web page suggests strict ethical standards for law enforcement officers to prevent such gross misconduct.

This alarming narrative is set against the backdrop of increasing scrutiny of police authority across the United States, especially as incidents of this nature expose vulnerabilities. While authorities work to adjudicate this case, the repercussions will likely extend beyond the courtroom, energizing discussions about law enforcement ethics.

American culture often reveres law enforcement as protectors of safety and order, making these allegations particularly impactful on community perceptions. Those directly affected by the investigation, including the victim's family, have likely experienced devastation from this betrayal of trust.

The U.S. Department of Justice's actions underscore the principle of accountability for all, regardless of titles or past service. Moving forward, vigilance and reform may be necessary to address any systemic flaws contributing to such incidents.

The legal proceedings will reveal more about the veracity of these claims and the aftereffects on community trust. One can only hope justice prevails to deter similar misconduct by current or future law enforcement operatives.

Through investigations like these, light can be shed on dark corners of power abuse, ensuring fewer avenues are available for corruption within public services. Community members seeking justice must be heard and supported to create environments where integrity is enforced, not merely expected.

This case, unfortunately, isn't unique and reflects broader societal dilemmas within policing frameworks. For many, this disturbing incident may serve as motivation to challenge legislation affecting the governance of police powers.

Only time will tell how this case plays out and what changes will be implemented following the judicial outcome. Justice moves slowly, but the hope remains for more equitable policing practices.
