"Foreign adversaries are likely to perceive varying opportunities to undermine each stage of the post-voting process," the memorandum explains.

These foreign actors could engage in various tactics, from attempting to delay the counting of votes to influencing the state-level certification processes. Such efforts are often aimed at discrediting the outcomes and instigators of doubt about the process. "We have no information indicating foreign powers are actively trying to compromise the election administration process," one official stated. Yet, the memo cautioned, "adversaries could certainly spread disinformation before results are finalized.”

Notably, the threats extend beyond the election day itself. The risks persist during the official certification of results and the days leading up to the inauguration on January 20, 2025. Experts stress the importance of recognizing these time-sensitive periods since various deadlines could be missed, leading to potential ripple effects.

They were tasked with amplifying narratives and propaganda across social media platforms. "The day after the attack, Russian media was directed to disparage the United States," the memo noted.

Data suggests Russia is likely focusing on supporting former President Donald Trump, idealizing him as part of their strategy, whereas Iran apparently holds preferences for Vice President Kamala Harris. Surprisingly, China seems to focus less on picking sides and more on tarnishing American democratic ideals.
