The European Union has imposed a hefty fine of 530 million euros (approximately 600 million dollars) on TikTok following a comprehensive four-year investigation. This investigation revealed that the popular social media platform had transferred user data to China, exposing its European users to potential espionage risks, thus violating stringent privacy regulations.
The Irish Data Protection Commission, which oversees TikTok’s operations in the EU, highlighted the company’s failure to ensure adequate protection for personal data accessed by its employees in China. Graham Doyle, Deputy Commissioner, stated, "TikTok failed to verify and demonstrate that the personal data of EU users, accessed remotely by employees in China, was afforded a level of protection that is equivalent to that guaranteed within the EU."
Furthermore, the Irish authority criticized TikTok for a lack of transparency regarding the handling of user data. The company had previously claimed that it did not store European user data on Chinese servers. However, it was revealed that TikTok had stored some data in China, a fact that the company only disclosed in April 2023, despite having discovered it in February.
In response to the ruling, TikTok expressed its disagreement with the decision and announced plans to appeal. Kristin Grahn, Head of Public Policy and Government Relations in Europe for TikTok, defended the company by stating, "The facts are that the Clover Project includes some of the most stringent data protection measures in the industry, including unprecedented independent oversight by NCC Group, a leading European cybersecurity firm." She further argued that the ruling did not adequately consider these significant security measures.
This fine marks another chapter in TikTok's ongoing struggles with data privacy in Europe, where officials have raised alarms about the security risks associated with transferring user data to China. In 2023, the Irish authority had already imposed another fine on TikTok, amounting to millions of euros, in a separate investigation that focused on children's privacy.
In light of these issues, TikTok clarified that the recent ruling pertains to a "limited window" that ended in May 2023, just before the company began implementing its data localization initiative known as the Clover Project. This initiative includes plans to establish three data centers in Europe, aimed at enhancing user data protection.
Meanwhile, in a separate development, Meta has introduced new artificial intelligence tools in its WhatsApp application. These tools are designed to enhance user experience while prioritizing data privacy. Meta announced the rollout of features such as summarizing unread messages and providing writing suggestions through a new secure cloud computing system dubbed "Private Processing."
This system ensures that requests related to these AI tools are encrypted before being sent to secure servers. The processing occurs in a "specialized hardware box," which Meta asserts is inaccessible to anyone, including its engineers. The system also includes verification steps to ensure that tasks are only executed from trusted devices running a valid version of WhatsApp. After processing, results are returned to the original device in encrypted form, preventing any storage of data or results on the company’s servers.
This move aims to address previous concerns regarding the privacy of user data, particularly in the context of voice recordings and other personal data that could be vulnerable in the age of artificial intelligence. Notably, this new model mirrors a similar framework adopted by Apple under the name "Private Cloud Compute" and is part of Meta's long-term strategy to expand its AI capabilities while maintaining stringent encryption standards.
Reports indicate that the gradual launch of these AI features is set to commence in the coming weeks, with plans to introduce additional AI-driven tools that uphold digital security principles.
In another privacy-related announcement, Meta stirred controversy by changing the usage policies for its Ray-Ban smart glasses. As of late April 2025, the company will have access to users’ audio recordings, which can be utilized to train its AI systems. This feature allows the glasses to automatically record sounds upon activation with the phrase "Hey Meta," with recordings stored for up to 90 days, even if activated accidentally.
Despite the option to disable this feature, the default setting has raised widespread concerns among experts and users about privacy implications. Meta justified this decision by stating it aims to "improve products," assuring that a trained team reviews the recordings under strict privacy rules, while altering the voice to protect user identity. However, the company clarified that deleting any recording would also erase the entire conversation, limiting users' access to their data.
This development comes as Meta prepares to expand the sales of its smart glasses to new markets, including India, amidst growing global concerns about the use of wearable devices for personal data collection.
