Employers throughout Romania are gearing up to offer gift vouchers to female employees for International Women’s Day on March 8, 2025, with updated regulations aiming to provide financial benefits without tax repercussions. Under new conditions set forth by the Romanian tax authorities, these vouchers can be issued up to the value of 300 lei, which have recently been established as non-taxable to encourage employers to recognize female employees on this significant day.

The increase from 150 lei to 300 lei was implemented through emergency legislation at the end of December 2021, allowing businesses to honor their employees during special occasions without incurring additional financial burdens. A statement from the National Agency for Fiscal Administration (ANAF) clarified, "În cazul cadourilor în bani şi/sau în natură, inclusiv tichetele cadou, oferite de angajatori, veniturile sunt neimpozabile, în măsura în care valoarea acestora pentru fiecare persoană în parte, cu fiecare ocazie din cele de mai jos, nu depăşeşte 300 lei" (For monetary gifts and/or gifts-in-kind, including gift vouchers offered by employers, incomes are non-taxable, as long as their value for each individual on each occasion does not exceed 300 lei).

The issued vouchers for March 8 must follow certain guidelines established to promote fairness. Besides International Women's Day, these vouchers can also be offered to employees and their minor children during holidays such as Easter and Christmas. It’s mandated for all women employees to receive these cards, irrespective of their employment status—whether they are full-time, part-time, or hold various roles within the company—to mitigate any risks of discrimination.

Starting from 2025, all gift vouchers will need to be provided solely in the form of cards, as physical tickets have been phased out.
