Emergency Response Mobilized For Homeless During Extreme Cold

Local authorities provide shelter, food, and medical support as temperatures plunge to dangerous lows.

Emergency measures are being implemented to assist homeless individuals facing harsh winter weather conditions, particularly across several sectors in Romania. With temperatures plummeting, local authorities are stepping up to provide shelter, food, and medical support to those most vulnerable.

The General Directorate of Social Assistance and Child Protection (DGASPC) Sector 3 has been at the forefront of these efforts. They are actively reaching out to the homeless community, offering accommodations as well as access to medical care and nutritional support. Citizens are encouraged to report sightings of homeless individuals by calling their dedicated hotline at 0728.729.797. Following these calls, mobile intervention teams can respond quickly to identify and assist those at risk of hypothermia.

Crucially, the local authority emphasizes the importance of consent when it involves institutionalizing any individual, state officials explaining, "Placing the homeless individuals at centers is only possible with their consent." Only after the services are clearly presented can individuals decide to access these social services.

The Complex of Social Services for Homeless Individuals, located at Bd. 1 Dec 1918 nr. 9J, accommodates 76 residents, providing them with food—a guarantee of three meals per day—hygiene facilities, primary medical care, and social counseling. This facility includes two main components: one residential with 40 places offering extended support and another temporary night shelter with 36 places.

When temperatures drop below safe levels, individuals can stay within these shelters during the day as well, ensuring they are protected from the elements.

Similarly, the efforts are echoed in Sector 1, where the local administration is mobilizing to shield the homeless from the severe cold after temperatures hit alarming lows. The DGASPC Sector 1 and the Social Ambulance Caraiman are patrolling the streets, providing guidance to the homeless toward available shelters.

These outreach teams also distribute blankets, sleeping bags, warm tea, and sandwiches, as well as medications to those who may refuse shelter but are still at risk from the freezing weather.

The local administration's additional measure to support homeowners maintaining clean and navigable sidewalks includes distributing salt free of charge, helping associations fulfill their responsibilities.
