Election Commission Strengthens Integrity Amid Ongoing Investigations

The ECT collaborates with the DSI to ensure fair elections while confirming the safety of government buildings.

On April 3, 2025, the Election Commission of Thailand (ECT) held a significant event aimed at enhancing election communication strategies at the Rama Gardens Hotel on Vibhavadi Rangsit Road, Bangkok. The seminar, titled "Strengthening Network Partnerships to Enhance Election Communication Strategies," was presided over by Mr. Itthiporn Boonprakong, the chairman of the ECT. Mr. Weera Yee-ampai, the secretary-general of the ECT, also attended the event.

During the opening ceremony, Mr. Itthiporn addressed the attendees, emphasizing the importance of collaboration in ensuring fair and transparent elections. He highlighted the ongoing investigation into allegations of vote-buying related to the Senate elections, which has been a pressing issue in Thailand's electoral landscape.

In his remarks, Mr. Itthiporn stated that the ECT had initiated a joint investigation with the Department of Special Investigation (DSI) to thoroughly examine these allegations. He noted, "We invited the DSI to participate in the investigation as part of our legal responsibilities. This collaboration began about two to three weeks ago, and we believe there will be progress in the investigation as the DSI has already conducted preliminary fact-finding. This will help us move forward without starting from scratch."

When questioned about the potential suspension of 30 senators involved in the allegations, Mr. Itthiporn clarified, "This is merely speculation; the ECT has not provided any such information. The investigation process must be conducted meticulously, and we need to listen to all parties involved before reaching any conclusions." He urged caution, stating that the investigation will take time to ensure fairness and thoroughness.

He further explained that the DSI's role includes gathering documentary evidence and questioning relevant individuals to ensure all parties are aware of the allegations and have the opportunity to respond. The investigation, while detailed, is expected to be completed within a reasonable timeframe to ensure justice for all involved.

Mr. Itthiporn also addressed concerns regarding the investigation into Dr. Kessakorn Phaenwong, a senator whose qualifications have come under scrutiny. He acknowledged that the investigation had taken longer than anticipated due to the need for thoroughness. "The case had previously come to the ECT's attention, but the committee decided that further investigation was required as certain issues were not clear. While most of the issues are straightforward, some remain ambiguous, necessitating additional investigation," he stated.

He indicated that the ECT is working to ensure that all aspects of the complaints regarding Dr. Kessakorn are considered together. The ECT has indicated that it expects to bring the matter back for discussion within the month, emphasizing that the goal is not to delay the process unnecessarily.

As for the potential for a vote on Dr. Kessakorn's qualifications during the upcoming meeting, Mr. Itthiporn expressed optimism, stating, "We believe this could lead to a vote, but it will depend on the committee's discussions. If any members have concerns, we will follow the ECT's procedures to address them."

In a related development, the Director-General of the Department of Public Works and Town & Country Planning, Mr. Phongthanrat Yenyong, assured the public that the government buildings in the Rajchakarun Center of Excellence in Lopburi Province are structurally sound and safe for use. Following a series of 15 aftershocks reported on March 31, which some residents felt, there were concerns about the integrity of the buildings.

Mr. Yenyong stated, "The buildings have been inspected by engineers and found to be strong and safe for normal use. However, to further reassure everyone, we will send engineers for another inspection to ensure everything is in order. As of today, we have not found any abnormalities in Building A."

He clarified that the buildings were designed with slanted walls, which are not a result of the recent earthquakes but part of their original architectural design. Dr. Thanet Veerasiri, the president of the Engineering Council, confirmed that the council participated in the inspections and found no structural damage, allowing normal use of the buildings, including elevators and escalators.

Dr. Natikathaphat Saengsanit, managing director of Thanarak Pattana Sinthapis Company Limited, echoed these sentiments, stating that the inspection team did not find any damage, ensuring that users are safe to continue using the facilities as usual. He highlighted the importance of expansion joints in building design, which provide necessary flexibility and help mitigate damage during seismic events.
