Egypt Launches 26th Wave To Remove Land Encroachments

The initiative aims to protect agricultural lands and enforce the rule of law across the nation.

The wave of enforcement against illegal encroachments on state lands and agricultural properties officially begins on May 10, 2025, marking a significant step in the Egyptian government's ongoing efforts to uphold the rule of law and protect its agricultural resources. Dr. Manal Awad, the Minister of Local Development, announced the launch of the 26th wave of operations aimed at removing these encroachments, which will unfold over three consecutive phases until July 25, 2025.

In a statement, Dr. Awad highlighted the collaborative efforts between the Ministry of Local Development and the State Land Reclamation Authority to tackle gross violations, particularly those involving illegal encroachments on agricultural lands and state property. She emphasized the necessity of addressing building violations across all governorates to preserve agricultural land and prevent unregulated expansion.

"This initiative is a clear message that violations will not go unpunished," Dr. Awad stated, stressing the importance of a robust enforcement strategy to protect the nation’s agricultural heritage. The government is committed to ensuring that all illegal constructions are removed and that local officials are held accountable for their responsibilities in this regard.

As the first phase of the wave commences, all governorates have completed their preparations, ensuring continuous coordination among executive authorities, local units, and law enforcement agencies to guarantee effective implementation. Daily follow-ups will be conducted to monitor progress and ensure that the objectives of the campaign are met.

The 26th wave will be executed in three distinct phases:

  • Phase 1: From May 10 to May 30, 2025

  • Phase 2: From June 7 to June 27, 2025

  • Phase 3: From July 5 to July 25, 2025

Dr. Awad directed governors to ensure the removal of all illegal encroachments on both public and private state lands. Local officials who fail to comply with these directives will face accountability. The Minister also called for collaborative efforts among relevant authorities and the unit of mechanical changes to streamline operations and provide comprehensive support for the campaign's success.

In the Beheira Governorate, Governor Dr. Jacqueline Azar reiterated the importance of maintaining the state's prestige and its assets. She underscored the government's commitment to protecting agricultural lands from encroachments and building violations, aligning with the directives of political leadership that prioritize the rule of law.

"The state will not allow any infringement on its lands and will enforce the law vigorously," Dr. Azar affirmed. This initiative is part of the government's broader strategy to achieve sustainable development and make optimal use of natural resources.

The enforcement campaign is designed to be comprehensive, with each phase meticulously planned to ensure efficiency and effectiveness. The Beheira Governorate is collaborating with various authorities, including the police and the unit of mechanical changes, to facilitate swift action against violations and bolster public confidence in the government's role.

In addition to the removal of encroachments, the government is implementing a multi-faceted approach that includes deterrent penalties for any attempts to evade regulations. Monitoring teams will be actively engaged in tracking violations and ensuring compliance with removal orders.

These concerted efforts aim not only to protect state assets and agricultural lands but also to reinforce the legal framework that governs land use and ownership in Egypt. By prioritizing this initiative, the government sends a strong message to the public about the importance of adhering to legal standards and the consequences of non-compliance.

The campaign is expected to significantly reduce illegal encroachments and enhance citizens' trust in the state's ability to manage its resources effectively. As the first phase of the 26th wave begins, all eyes will be on the outcomes of these operations and the government's commitment to upholding the rule of law.
