Dong Hoi City Tackles Surge In Supplementary Teaching Registrations

Quang Binh authorities increase efforts to process rising applications for teaching licenses amid new educational demands.

The city of Dong Hoi, located in Quang Binh province of Vietnam, is currently experiencing a surge in applications for business registrations related to supplementary teaching. This unexpected increase has prompted municipal authorities to boost their workforce to address the growing demands for educational services. Since January 2025, approximately 400 cases have been submitted for registration approval, causing significant strain on the local registration systems.

This influx of applications for supplementary teaching is unprecedented, compelling municipal officials to take action outside regular working hours to process these requests efficiently. According to local reports, most of these applications have already received their business registration certificates. Nevertheless, some files remain pending due to system upgrades and maintenance, which have temporarily slowed operations.

"After the public submits their applications, the authorities have three days to process them and issue the necessary certificates. This is the first time we have seen such a spike in supplementary teaching registrations," explained Hoang Dinh Tuan, the Deputy Head of the Finance and Planning Department of Dong Hoi. His remarks highlighted the importance of swift action to keep pace with the burgeoning demand for educational support services and the legitimacy it brings to practitioners.

Quang Binh's provincial government has recognized the need for appropriate regulations to govern supplementary education practices. It has mandated the Department of Education and Training to work closely with relevant bodies to formulate new guidelines on supplementary teaching and learning. The aim is to align these regulations with current realities and to establish stricter management oversight.

The local administration insists on the importance of registering supplementary teaching practices, as Hoang highlighted, "The entity granting business registration certificates is akin to having legal grounds to engage with economic organizations and proactively managing tax collection. The inspection of supplementary teaching is within the purview of specialized educational authorities." His statement underlines the connection between compliance with business registration and ensuring quality educational services.

The demand for supplementary education, driven by various factors including educational competition and parent expectations, has created challenges and opportunities for local authorities. These regulatory adjustments signal a commitment to providing quality educational support and holding teaching entities accountable.

For now, existing applications will continue to be processed as quickly as possible. Local authorities are working diligently to resolve pending cases once the upgraded systems are functional. Meanwhile, officials are engaging with applicants to keep them informed about the status of their registrations and expectations moving forward.

Quang Binh province’s proactive measures suggest it recognizes the diverse educational needs of its community. By addressing potential backlog issues and enhancing regulatory frameworks, local leaders are paving the way for sustainable growth of supplementary educational offerings. This responsive approach is expected to yield long-term benefits not only for educators but also for students seeking quality learning experiences outside traditional classroom settings.

With educational policies continually adapting to the current climate, the interaction between business registration and the quality of educational services will be instrumental. The initiative taken by Dong Hoi officials is set against the backdrop of growing demand and the complex dynamics of supplementary education, ensuring readiness to tackle challenges as they arise.
