Detran.RJ Launches National Identity Card Issuance Drive

The new National Identity Card offers free issuance and modern security features for Rio residents.

From February 25 to February 27, 2023, the Department of Transit of Rio de Janeiro (Detran.RJ) is hosting a significant campaign for the issuance of the new National Identity Card (Carteira de Identidade Nacional - CIN). This initiative is being implemented across all civil identification posts throughout the state, allowing citizens to obtain this important document without prior appointment, simply on a first-come, first-served basis. With the aim of replacing the outdated identification system, this campaign is not only timely but also imperative for citizens.

The issuance of the first version of the CIN is completely free of charge, meaning there are no fees or required payments to obtain this new identification card. To apply for the CIN, individuals need to present either their birth certificate or marriage certificate, along with their Cadastro de Pessoas Físicas (CPF). The availability of the card is structured to ease access for everyone, with service hours set from 8 AM to 5 PM, and extended hours from 9 AM to 6 PM at units located within shopping centers.

A significant feature of the new CIN is its incorporation of the CPF as the unique identification number. This measure is intended to minimize the risk of fraud and unify the information of Brazilian citizens. The modernization of identification practices is clearly aimed at making citizen services more efficient and secure.

Technological upgrades to the CIN include the addition of QR codes, which allow for easy verification of the card's authenticity and identification of potential fraud cases like theft or cloning. The CIN also contains a Machine Readable Zone (MRZ) similar to what is used on passports, facilitating its use at self-service terminals at Brazilian airports. These advancements reflect the state’s commitment to enhancing security and accessibility within its public services.

"We hope to simplify the life of citizens through this initiative," said Rogério Mascarenhas, the Secretary of Digital Government. This sentiment encapsulates the ethos behind the campaign, focusing on unifying the public service experience for all Brazilians.

Beyond just the immediate issuance, there is also the digital aspect to the CIN. Once the physical document is issued, citizens can download a digital version through the Gov.br application, available for both Android and iOS devices. This dual-access strategy provides users with flexibility and convenience, ensuring they always have their identification within reach.

Looking forward, Detran.RJ emphasizes the importance of transitioning to the new identity card, setting 2032 as the final deadline for all citizens to switch from older identification formats to the CIN. This timeline will not only assist the government with clearer data management but also promote confidence within the population as they navigate various services requiring identification.

The campaign runs until February 27, and Detran.RJ urges all eligible citizens to take advantage of this opportunity. With the blend of efficiency, security, and accessibility, the new National Identity Card is set to revolutionize how identification is perceived and utilized across Brazil.
