Detran.RJ Cancels Identity Card Issuance Event

The new president announces suspension to reorganize and improve service efficiency.

The Detran.RJ announced on Tuesday, October 25, 2023, the cancellation of its special event aimed at issuing the National Identity Card (CIN) without prior scheduling. Originally set to run from October 24 to October 27, the initiative aimed to streamline the issuance process for citizens but has been put on hold as the department endeavors to reorganize its services.

This decision came from the newly inaugurated president of Detran.RJ, Vinicius Farah, who articulated the necessity of this step to optimize efficiency. “We need to prioritize efficient service to Rio's citizens, and the decision about the cancellation was made with this goal in mind,” remarked Farah.

Following the suspension notification, Detran.RJ reassured citizens about the continuity of scheduled appointments, emphasizing their commitment to maintain normal operations at various service posts within the state's capacity limits. Appointments already booked will be honored, enabling smooth service for those who had anticipated receiving their identity cards during the canceled event. “Users still have the option to apply for the second copy of their identity document through a simplified process, without needing to book appointments,” the department added.

Prioritizing the reorganization of services follows concerns about potential disorganization and long waiting lines seen during previous card-issuing events. Backed by Farah’s leadership, the Detran is now focusing on refining operational protocols to prevent issues often seen with such initiatives.

Explaining the rationale for his decision, Farah noted, “It is imperative to establish efficient operations and avoid overwhelming our system during these events.” The move signifies Detran.RJ's commitment to adapt and respond to the public's need for effective service delivery.

Even though the large-scale issuance event has been put on pause, residents still have avenues for obtaining their necessary documents. To apply for the first issuance of the National Identity Card, citizens are required to schedule their visits to the civil identification posts. This can be done by accessing Detran.RJ’s official website, calling the service hotline, or visiting some designated Detran units.

When requesting the first issuance of the new CIN, applicants will need to present specific documents, which include: the original and photocopy of either the birth or marriage certificate, their CPF (Brazil’s individual taxpayer registry identification), proof of residence updated to recent date, and one recent 3×4 photo. Notably, many service points allow for the photo to be taken during the appointment itself, easing the process for applicants.

The delivery time for the new identity card typically varies based on demand, averaging between 10 to 15 business days after the request is made. With the cancellation of this multiday issuance event, many citizens who planned to obtain their cards without appointments will now face delays as they await new slots to be made available. Unfortunately, there were no immediate announcements from Detran.RJ concerning prospective future events for identity card issuance.

This cancellation marks not just standalone service adjustment but also hints at new changes under the leadership of Vinicius Farah as he steers Detran.RJ toward improved structure and quality of service. While the immediate future of mass card issuance remains unclear, citizens continue to express hope for more efficient methods of securing their identification soon.

The Detran.RJ's decision reflects the organization’s goal to balance the high demand for identity documents and the necessity for consistent quality across all service points. Indeed, even amid cancellations, the agency reassures the public of its commitment to service optimization and improved access to important documents like the National Identity Card.
