Deputy Finance Minister Appointed Quang Ninh Party Leader

Bui Van Khang is introduced as Deputy Secretary and candidate for Chairman of Quang Ninh, signaling a new phase in provincial leadership and development.

On the morning of September 22, 2025, the political landscape of Quang Ninh province shifted as a significant leadership appointment was announced in a ceremony attended by some of the country’s top officials. The Quang Ninh Provincial Party Committee convened to implement a key personnel decision from the Party’s Standing Committee, marking a new chapter for the province’s administration and setting the stage for its next phase of development.

At the heart of this event was Mr. Bui Van Khang, who, until recently, served as Deputy Minister of Finance. According to Dân trí, Mr. Khang was officially introduced and appointed as Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term. In addition, he was formally introduced for election as Chairman of the Quang Ninh Provincial People’s Committee for the 2021-2026 term—a move widely seen as a vote of confidence in his abilities and experience.

The ceremony, held at the provincial headquarters, was attended by a host of distinguished leaders. Among them were Mr. Nguyen Quang Duong, Deputy Head of the Central Organization Committee; Mr. Nguyen Van Thang, Minister of Finance; Mr. Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee; and other prominent figures from various agencies and units within the province. Their presence underscored the importance of the occasion and the central government’s close attention to Quang Ninh’s leadership transition.

During the proceedings, Mr. Nguyen Quang Duong, acting on behalf of the Party’s Standing Committee, personally handed over the official decision to Mr. Bui Van Khang. This gesture symbolized not just the transfer of authority, but also the trust and expectations placed upon Mr. Khang by the nation’s top leadership. As Dân trí reported, Mr. Duong offered his congratulations and praised Mr. Khang’s political acumen, work ethic, and leadership style. He expressed confidence that, bolstered by his prior experience in Quang Ninh and the support of the provincial team, Mr. Khang would quickly adapt, take on his responsibilities with vigor, and help drive the province’s continued growth.

Secretary of the Provincial Party Committee, Mr. Vu Dai Thang, also took the opportunity to express gratitude for the attention and support from the central government. He congratulated Mr. Khang on his return to the province in this new capacity, voicing his belief that the new Deputy Secretary would work closely with the leadership team to foster unity and successfully accomplish the objectives set for 2025 and those outlined in the 15th Provincial Party Congress Resolution.

For Mr. Khang, the appointment was both an honor and a significant responsibility. In his inaugural speech, he conveyed his deep sense of pride and gratitude for the trust shown by the Politburo and the Party’s Standing Committee. He pledged to work in concert with the Quang Ninh Provincial Party Committee to provide focused leadership and direction, aiming to fulfill the goals of the 16th Provincial Party Congress and the central strategic resolutions. He also committed to achieving the province’s socio-economic development targets for 2025.

"I will strive to operate the local government with transparency, discipline, integrity, and efficiency, following the motto: 'clear work, clear people, clear responsibility, clear time, and clear results'," Mr. Khang declared, as quoted by Dân trí. His words echoed a broader commitment to public accountability and effective governance—principles that have become increasingly important in Vietnam’s evolving political landscape.

Mr. Khang’s call for support was clear and heartfelt. He expressed hope that he would continue to receive encouragement and cooperation from the central government, provincial leaders, generations of officials, and the people of Quang Ninh. Only with such collective backing, he emphasized, could he fulfill the duties entrusted to him and help the province realize its ambitions.

The significance of this leadership transition extends beyond Quang Ninh. As highlighted in coverage by Dân trí and other Vietnamese media, the appointment aligns with a broader pattern of organizational and political work at the provincial level. On June 4, 2025, General Secretary To Lam and a central working delegation held meetings with the Standing Committees of the Kien Giang and An Giang Provincial Party Committees. These discussions focused on the implementation of central resolutions, organizational restructuring, and matters of national defense and security. Such engagements underscore the central government’s active role in shaping provincial leadership and ensuring alignment with national priorities.

Quang Ninh, a coastal province in northeastern Vietnam, has long been recognized as a strategic economic and political hub. With its vast natural resources, dynamic tourism sector, and proximity to key transportation corridors, the province has experienced rapid development in recent years. However, maintaining this momentum requires steady leadership, clear vision, and a commitment to public service—qualities that Mr. Khang has pledged to bring to his new role.

The process of appointing senior provincial officials in Vietnam is a carefully orchestrated affair, reflecting the country’s emphasis on party discipline and collective decision-making. Typically, the Party’s Central Committee, through its Organization Committee, reviews candidates’ credentials, experience, and track records before making recommendations. Once a decision is made, it is formally announced at a provincial meeting attended by local and central leaders—a process that was on full display in Quang Ninh this September.

Observers note that the presence of high-ranking officials from the Ministry of Finance and the Central Organization Committee at Mr. Khang’s appointment ceremony signals the importance of intergovernmental cooperation. It also highlights the central government’s expectation that provincial leaders will implement national policies effectively while addressing local challenges. In recent years, Quang Ninh has been tasked with ambitious targets for economic growth, environmental protection, and infrastructure modernization. Achieving these goals will require not just technical expertise, but also strong leadership and the ability to mobilize public support.

Mr. Khang’s background in finance is likely to serve him well as he navigates the complexities of provincial governance. His experience at the national level has given him insights into fiscal policy, resource management, and the intricacies of Vietnam’s multi-tiered administrative system. As Chairman of the Provincial People’s Committee—should he be elected as expected—he will be responsible for overseeing a wide range of functions, from economic planning to social welfare and disaster response.

For the people of Quang Ninh, the leadership transition is both a moment of continuity and renewal. While the province has enjoyed considerable success in recent years, there is no shortage of challenges ahead. Issues such as sustainable development, environmental management, and equitable growth remain high on the agenda. With Mr. Khang at the helm, supported by a team of experienced officials and the backing of the central government, many are hopeful that Quang Ninh will continue to set an example for other regions across Vietnam.

As the province looks toward 2025 and beyond, all eyes will be on Mr. Khang and his leadership team. Their ability to translate ambitious plans into tangible results will shape not only the future of Quang Ninh, but also offer insights into the evolving dynamics of provincial governance in Vietnam.
