Delhi-NCR Lifts Stage III Restrictions As Air Quality Index Drops

Commission for Air Quality Management acts on improved conditions to alleviate pollution measures

On February 3, 2025, the Commission for Air Quality Management (CAQM) lifted Stage III restrictions under the Graded Response Action Plan (GRAP) across Delhi-NCR, marking a significant relief for residents as air quality improved.

The decision came after the Air Quality Index (AQI) was recorded at 286, 64 points below the 350-mark threshold required for implementing Stage III measures. According to CAQM, this notable improvement can be attributed to favorable weather conditions and enhanced dispersion of pollutants.

RK Agrawal, Director (Technical) and Member Convenor of the GRAP sub-committee, stated, "Owing to improvement in mixing height and ventilation coefficient and much favorable meteorological conditions for dispersion of pollutants, the AQI of Delhi has shown a significant improvement." This change has allowed construction, demolition, and industrial activities to resume, except for specific locations with pre-existing closure orders due to violations.

Despite Stage III restrictions being revoked, measures under Stages I and II of GRAP remain active. These include various pollution control measures such as strict checks on polluting vehicles and emission controls for industries and power plants. The CAQM has emphasized the need for vigilant enforcement and monitoring of the AQI levels to prevent any deterioration.

"If the Commission finds the AQI goes above 350, as a precautionary measure, Stage-III measures will have to be immediately implemented," the CAQM order read. It also underlines the responsibility of all implementing agencies to maintain strict oversight under the existing regulations.

The Central Pollution Control Board (CPCB) reported the prevailing air quality status as being 'poor,' but with potential for improvement as light rain is forecasted, which is expected to assist with pollution dispersion.

Citizens are also advised to adhere to guidelines set under GRAP-II, especially during winter when air quality can fluctuate rapidly due to varying weather patterns. With the lifting of Stage III, residents can look forward to resuming pre-restricted activities, yet they must remain aware of the air quality measures still in place.

Historically, the air quality scenario during winters has led to the activation of GRAP stages as pollution levels rise, usually prompted by factors such as calm winds, vehicular emissions, and local pollution sources. The recent move might offer temporary relief, but authorities remain cautious with the conditions capable of changing quickly.

The CAQM's consistent monitoring of air quality and subsequent implementation of measures serve as integral parts of the broader strategy to combat pollution in one of the world's most polluted cities.
