Debate Over Non-Commerical Coffeeshop Sparks Interest In Papendrecht

Local council members discuss implications for cannabis use as community seeks modern solutions.

In a pivotal discussion held last week, the Papendrecht municipal council reviewed a proposal by GroenLinks and D66 aimed at facilitating the establishment of a non-commercial coffeeshop foundation within the municipality. This meeting, which took place on March 20, 2025, garnered mixed reactions from council members but sparked a lively debate that was characterized as both interesting and engaging by Edwin Bax, the initiative's proponent and head of the non-commercial coffeeshop foundation.

Currently, the non-commercial coffeeshop, known as De Ambassade, in the neighboring municipality of Zwijndrecht, attracts an impressive average of 550 customers daily, with about 350 patrons hailing from Papendrecht. These statistics highlight the interest and demand for such services among Papendrecht residents. Furthermore, a national drug monitor has estimated that 7.6% of adults in the Netherlands engage in cannabis consumption, indicating a significant potential market within Papendrecht. Local estimates suggest that over 1600 residents regularly purchase and use cannabis, primarily acquiring it from surrounding municipalities like Sliedrecht and Dordrecht or through illegal channels.

While the proposal presented by GroenLinks and D66 received a varied reception, Edwin Bax emphasized that the conversation that ensued was substantive, stating, "Interessante en boeiende discussie" (Interesting and engaging discussion) regarding the potential for a coffeeshop in the area. He noted that although not all council factions showed enthusiasm for the concept, GroenLinks and D66 brought informed perspectives to the table.

All factions of the Papendrecht council, with the exception of the Christian parties CU and SGP, plan to visit the non-commercial coffeeshop De Ambassade in Zwijndrecht. Derrick Bergman, chairman of the Verbond voor Opheffing van het Cannabisverbod, expressed optimism about these visits, stating, "Het is sowieso goed nieuws dat raadsleden een kijkje nemen in een coffeeshop" (It is good news that council members are visiting a coffeeshop). He believes that firsthand experience in such establishments can help diminish preconceived notions and outdated stereotypes about cannabis use.

Bergman was also critical of the current 'zero option' policy adopted by Papendrecht, which prohibits the establishment of coffeeshops. He argued that this approach represents a "kortzichtig kop-in-het-zand beleid" (shortsighted head-in-the-sand policy) and urged local authorities to reconsider their stance. According to him, an open-minded approach could foster safer consumption environments and benefit the community by addressing realistic usage trends.

Despite the discussions, there remains uncertainty about whether a coffeeshop will ultimately be opened in Papendrecht. Edwin Bax remains hopeful and asserts that the proposal is not dead in the water. The ongoing discourse demonstrates a willingness among some council members to explore alternative approaches to managing cannabis use in their community.

As the municipal council deliberates, community feedback will likely play a crucial role in determining the outcome. The council's engagement with the concept of a coffeeshop reflects a broader trend in societal attitudes toward cannabis in the Netherlands, where the debate continues to evolve as more municipalities reassess their positions on cannabis distribution.

In summary, the conversation around the establishment of a coffeeshop in Papendrecht illustrates the tension between progressive proposals and traditional policies. Through discussions like these, the community is navigating its future stance on cannabis acceptance and distribution, with proponents like Edwin Bax and Derrick Bergman advocating for a more informed and modern approach.

As interest in this topic grows, many will be watching the subsequent steps taken by the Papendrecht municipal council and how they align with changing perceptions about cannabis use in society.
