Dam Repair Sparks Urgent Safety Reviews Across India

Recent breaches at Karnataka's Tungabhadra Dam raise serious questions about the integrity of aging infrastructure nationwide and prompt calls for modern safety upgrades

The crisis began when heavy rains washed away gate No. 19 of the Tungabhadra Dam, heightening risks of flooding and infrastructure failure downstream.

State officials, including Chief Minister Siddaramaiah, are staying informed about the repairs and measures to bolster dam safety amid rising water levels.

Zameer Ahmed Khan, the Minister for Minority Welfare, has been actively overseeing the installation of new safety devices at the dam.

He proudly reported the successful installation of the first plate of the new stop gate, demonstrating progress and addressing safety concerns.

"A total of five plates are to be installed, and the installation work is expected to finish shortly," he stated, highlighting his commitment to resolving the crisis.

Koppal Minister Shivaraj Tangadagi has been on-site, reassuring communities and celebrating the hard work of the technical teams involved.

Experts are now advocating for comprehensive evaluations of dam safety protocols, especially concerning the designs of diaphragm walls and the main dam.

They argue these structures require modern upgrades to withstand the increasing intensity of weather events, which have been exacerbated by climate change.

Following the alarming findings from recent assessments, many reservoirs across the state were found lacking up-to-date safety evaluations.

This issue exposes numerous communities downstream to potential hazards, kicking off discussions for systemic overhaul on how these infrastructures are maintained.

Reacting to the incident, Karnataka’s government has tasked an expert panel with analyzing dam safety across all reservoirs, emphasizing the urgency of the matter.

Effective communication among stakeholders involved with dam operations is also touted as critical to prevent catastrophes during unexpected floods.

Recent flooding incidents serve as stark reminders of the need for resilient infrastructure, urging authorities to take action on older dams before disaster strikes.

Warnings had previously been issued about inadequate road and drainage systems surrounding other dams, but they often went unheeded.

The situation at the Tungabhadra translates not only to local worries but reflects broader issues affecting dams nationwide.

With this backdrop, there’s increasing pressure for government bodies to reassess and prioritize dam safety across all states.

The dialogue now revolves around adhering to updated engineering standards and implementing new designs suited for varying weather patterns.

Authorities are assuring the public there is no immediate cause for concern, with the installation of additional plates expected to strengthen safety.

Environmental engineer Satish Jain stressed the importance of modern designs, remarking, "Modern designs integrating green technologies could greatly minimize risks associated with weather extremes. It's time to rethink our infrastructure.”

While citizens are showing cautious optimism about the repairs on the Tungabhadra Dam, they are simultaneously demanding accountability and heightened safety measures moving forward.

The urgency of this matter reveals the necessity for proactive reviews and modern designs to safeguard against future risks.

Kannaiah Naidu, the hydro-mechanical engineer leading the repairs, expressed relief as the team successfully tackled the crisis.

Pleased with the completion of the stoplog installation, Naidu reported saving at least 30 thousand million cubic feet (tmcft) of water during the operation.

The engineers managed to lower five elements of stoplog amid heavy outflows, effectively addressing the breach from gate 19's washout.

Each element was carefully lowered, ensuring the stoplog could withstand the substantial water pressure, which was critical for the integrity of the reservoir.

The dam serves as the lifeline for water supplies to various districts, including Koppal, Vijayanagar, Ballari, and some areas of Telangana and Andhra Pradesh.

Naidu estimated around 36 tmcft of water had been released since August 10, when gate 19 came undone, but the situation could have been far worse without the team's efforts.

Vijayanagar district minister announced gratification for the engineering team by offering monetary rewards, acknowledging their hard work and dedication.

Looking to the future, Naidu projected confidence for the dam, asserting it could provide service for another 30 years if immediate replacements of all 33 crest gates are executed.

He noted, "The crest gates should have been replaced after 45 years of the dam’s construction," indicating the need for better maintenance strategies.

The dam’s condition could get perilous beyond its projected lifespan if structural issues aren't addressed adequately.

While most are relieved at the outcome of the recent repairs, it opens the floor for conversation on sustainable practices moving forward.

With the resilience of the Tungabhadra Dam now under scrutiny, stakeholders are feeling the weight of responsibility to assure public safety amid rising climate risks.
