Da Nang Unveils 2024 Innovative Startup Policies

New regulations aim to boost science and technology initiatives, fostering economic growth and development.

On February 21, Da Nang's Department of Science and Technology held an important meeting to disseminate and introduce policies pertaining to science, technology, and innovation, drawing over 200 participants from various departments, organizations, and businesses within the locality. The national assembly's Resolution 136/2024/QH15 concerning the city's governmental organization and the piloting of specific mechanisms and policies has opened numerous opportunities for Da Nang, particularly emphasizing the role of science, technology, and innovation as principal pillars for sustainable development, economic modernization, and establishing the city as a key innovation and startup hub in the region.

Consequently, Da Nang has unveiled four specialized policies to implement Resolution 136/2024/QH15, which are as follows:

1. Resolution No. 53/2024/NQ-HDND dated December 13, 2024, outlines the significant areas, criteria, conditions, procedures, and content for innovative startup initiatives and activities supporting creative innovation which are tax-exempt within the city.

2. Resolution No. 54/2024/NQ-HDND dated December 13, 2024, details the sequence, conditions, amount, substance, and level of non-refundable support from the state budget for developing innovative startup projects within Da Nang.

3. Resolution No. 55/2024/NQ-HDND dated December 13, 2024, provides criteria, conditions for selection, procedures for registration, evaluation, and licensing for controlled testing of new technology solutions within Da Nang.

4. Resolution No. 56/2024/NQ-HDND dated December 13, 2024, governs the management, utilization, allocation, and funding support for leveraging science and technology infrastructure assets within the city.

These groundbreaking policies aim to create favorable conditions for individuals, creative startups, and research and development organizations to access necessary resources and support mechanisms. The meeting aimed to inform and counsel organizations, individuals, and businesses on specific regulations, procedures, and documentation components relating to these four policies.

Ms. Le Thi Thuc, Deputy Director of the Department of Science and Technology of Da Nang, stated, “The department hopes organizations, individuals, and businesses will master the specific regulations and procedures to best utilize the city's policies for research, development, and innovation activities.”

Meanwhile, the department has been tasked by the city to develop operational programs and plans to implement Central Committee Resolution No. 57/NQ-TW dated December 22, 2023, which addresses advances in scientific and technological development, innovation, and digital transformation at the national level. Ms. Thuc emphasized, “We hope to receive feedback and suggestions from various entities to enable the city to thoroughly review and guide competent authorities on the outstanding and effective policies and mechanisms to help Da Nang's startups continue to develop.”
