Da Nang Leaders Convene To Tackle Urban Development Challenges

Local officials push for new policies to overcome obstacles in land use and project implementation.

In recent moves to enhance urban development, Da Nang's local government has convened a critical joint meeting aimed at addressing significant obstacles to economic and social advancement within the city. Chaired by Nguyen Van Quang, the Chairman of the Provincial People's Committee, the meeting focused on urgent matters related to land use and major projects that have yet to be fully implemented since a series of inspections conducted between 2012 and 2020.

During the meeting, a series of conclusions by state inspection agencies were reviewed, including four significant summaries: Conclusion No. 2852/KL-TTCP on November 2, 2012; Conclusion No. 34/KL-TTCP on January 8, 2019; Conclusion No. 269/KL-TTCP on September 16, 2019; and Conclusion No. 1202/KL-TTCP on July 20, 2020. These documents revealed that while Da Nang had made considerable strides in its planning and modernization efforts, substantial challenges remained in effectively utilizing land resources.

Nguyen Van Quang highlighted the urgency of addressing these persistent obstacles, noting that there are 13 ongoing projects that have yet to see investment steps completed. Furthermore, 1,313 cases pertaining to land certificates for production and business operations had been pending approval for extended periods. "Our goal is to unlock these resources and ensure the smooth execution of projects that are critical for Da Nang's growth," he stated.

In an environment where socio-economic development is crucial, Quang's comments echoed the sentiments of many local leaders during the discussion. The provincial government's longstanding challenges have often resulted from overlapping legal regulations that hinder progress. As a result, there is significant pressure to formulate new mechanisms and policies that can effectively respond to inspections and conclusions from the central government.

On February 2, 2024, the Politburo issued Conclusion No. 77-KL/TW with directives for overcoming limitations related to inspection and settlement work in various provinces and cities. Similarly, on September 30, 2024, the 15th National Assembly introduced Resolution No. 170/2024/QH15 aimed at piloting specific mechanisms and policies designed to accelerate socio-economic development across Vietnam.

“Efforts such as these lay the groundwork for a more responsive and effective local governance structure,” Quang remarked. He urged the members of the provincial Party Committee and the Provincial People's Committee to prioritize disseminating these legal policies at the grassroots level, ensuring clarity in the actions expected from both the city and the provincial governments.

The current state of affairs has underscored the necessity for transparency and collaboration with businesses involved in real estate and urban development. During the meeting, Quang emphasized the importance of engaging with those stakeholders to facilitate project launches with a renewed spirit of urgency, decisiveness, and accountability.

Moreover, any efforts toward socio-economic advancement in Da Nang hinge on removing barriers associated with project land and facilitating smoother interactions between government bodies and private entities. The city's leadership is poised to take decisive action, announcing a commitment to prevent instances of corruption or inefficiency during administrative processes.

Furthermore, Quang acknowledged the vital role of collaboration among various levels of government. He specifically recognized the central government's commitment in providing steadfast support for Da Nang's ambitious urban plans. Quang underlined the importance of concerted efforts in maintaining the momentum needed for future successes.

Yet, overcoming these challenges relies heavily not only on government policies but also on the active engagement of citizens and business communities in Da Nang. Community input and investor feedback can provide valuable insights that promote realistic and effective solutions, which are tailored to the local context.

As the local authority navigates its way through a complex landscape fraught with obstacles, officials are keen on utilizing findings from the recent inspections to prompt necessary legislative changes. The aim is to form a robust legal foundation that supports the ongoing development and enhances the livability of the city.

Reflecting on the past decade, Quang noted, "We stand at a crossroads. The groundwork laid by the previous inspections, combined with recent resolutions, provides both a challenge and an opportunity as we set forth on a course towards comprehensive systemic reform within our jurisdiction." He affirmed his belief that with collective efforts, Da Nang could emerge as a pioneering city characterized by sustainability, innovation, and vibrant economic growth.

Beyond structural reforms, Quang reaffirmed that by 2025, they hope to have overcome the majority of economic difficulties, thus expanding the scope for development by 2025-2030. Such an ambitious target can propel Da Nang to not just regional significance but potentially international recognition as a model for urban resilience and economic revitalization.

The meeting concluded with recognition for individuals who have played significant roles in alleviating difficulties related to land projects. Quang presented diplomas to 41 honorees for their outstanding contributions, reiterating the part each person plays in fostering a community that is committed to transparency and accountability.

As local leaders align their objectives with national goals, they expressed a firm commitment to ensuring that Da Nang becomes an environmentally friendly, smart city that meets the needs and aspirations of its residents. The concerted efforts following this meeting mark a significant step forward in realizing the vision outlined in the upcoming provincial and city congresses.
