The Ministry of Management and Innovation in Public Services (MGI) officially announced the commencement of the heteroidentification process for candidates competing for reserved positions for people of African descent within the National Unified Contest (CNU), also known as the 'Enem of Public Competitions'. This announcement is significant as over 32,000 candidates have been reinstated after legal recommendations aimed at correcting previous identification errors.
On December 23, 2024, candidates will begin checking their status on the Fundação Cesgranrio website, where the details of their convocations, including date and location for their heteroidentification sessions, are available. This reinstatement was made possible due to agreements between the federal government and the judiciary, acknowledging the need for fairness and equity within public service access.
The process is scheduled for January 11 and 12, 2025, where candidates who self-declared as Black will be required to undergo various procedures to confirm their eligibility. The MGI states, 'The specifics for the heteroidentification process will be published, ensuring all candidates understand their rights and responsibilities.' It’s imperative for candidates to check their status, as fulfilling attendance requirements is solely their responsibility, and no rescheduling will occur under any circumstances.
During the heteroidentification process, individuals will have their biometric data collected, and their self-identification will be validated through both biometric and graphological examinations. The MGI emphasized, 'It's imperative for candidates to check their status and abide by the set dates and regulations,' highlighting the non-negotiable nature of this obligation.
Along with candidates seeking positions reserved for Black individuals, specific procedures will also be applied for Indigenous candidates and those declaring disability. Indigenous candidates will submit their documentation to the Verification Commission, which will take place on the same dates as the heteroidentification process. This examination aims to confirm their ethnic belonging based on the initial documentation submitted at the time of application.
For those who declared themselves as persons with disabilities (PWD), the evaluation will be conducted by a multi-professional team designated by the Fundação Cesgranrio, utilizing previously submitted medical documentation to assess the type and severity of their disability. The preliminary results of these assessments will be disclosed on January 17, 2025, allowing time for candidates to appeal decisions until January 18, 2025.
The following schedule outlines the significant dates concerning the CNU:
- December 23, 2024: Start of candidate convocations for heteroidentification.
- January 2-3, 2025: Submission of additional titles for newly reinstated candidates.
- January 11-12, 2025: Procedures for heteroidentification, validation for Indigenous candidates, and medical assessments for PWDs.
- January 15, 2025: Preliminary results of title evaluations.
- January 17, 2025: Results of the verification of self-declaration for Black and Indigenous candidates, and disability assessments.
- February 11, 2025: Publication of the final list of approved candidates.
This holistic approach ensures all candidates have equitable access to public service opportunities. MGI’s new measures signify not only adherence to legal guidelines but also the establishment of fair practices within public competitions aimed at integrating historically marginalized communities. With this groundwork, the CNU seeks to pave the way for equitable employment opportunities within Brazil’s public service framework.
