Chisinau Hospitals Undergo Major Energy Upgrades

Three facilities to improve energy efficiency with over 2.3 million euros allocated for renovations.

Three hospitals in Chisinau, namely the Institute of Mother and Child, the Institute of Emergency Medicine, and the Republican Clinical Hospital "Timofei Mosneaga," will undergo significant energy rehabilitation over the next eleven months. The total budget for these upgrades exceeds 2.3 million euros, with contracts recently signed by the Ministry of Energy for the development of technical documentation needed for these works.

The project is part of the larger Energy Efficiency initiative occurring across Moldova and aims to improve energy performance and comfort for all categories of beneficiaries. Ruslan Surugiu, the Director of the Unit for Project Implementation in Energy (UCIPE), highlighted the importance of the technical documentation phase, noting, "The stage of project technical realization is very important, which we approach with great care, as subsequent stages depend heavily on it. We want to bring the buildings of medical institutions to another level, both from the perspective of energy efficiency and comfort for all categories of beneficiaries."

The energy rehabilitation efforts are funded by significant investments from the European Union, the European Investment Bank (EIB), and the European Bank for Reconstruction and Development (EBRD), with the overall investment for the broader project reaching approximately 76 million euros. This ambitious undertaking aims to upgrade ten medical institutions throughout the country, providing much-needed enhancements to public healthcare facilities.

To date, design contracts for nine medical institutions have been signed, with the first concepts for the technical documentation already presented. Each selected company will be responsible for not only developing the technical documentation but also overseeing construction work and ensuring it meets established quality standards. Companies were chosen following international bidding procedures, ensuring transparency and competitiveness.

For the Institute of Mother and Child, the design contract is valued at about 540,000 euros. The expected time frame for completion of this aspect of the project is approximately ten and a half months. The consortium handling this contract is composed of "ARHIDEEA-GRUP" S.R.L. and "X-LAB SOLUTION" S.R.L.

Meanwhile, the contract for the Institute of Emergency Medicine carries a value of around 659,000 euros, with the work expected to be completed within 11 months, and it will be managed by the consortium of "management4health AG," "BIM-TECH Solution" S.R.L., and "CSZ Ingenieurconsult GmbH @ Co. KG." Similarly, the Republican Clinical Hospital's project is projected to cost 1,134,000 euros with comparable timelines, ensuring all facilities are upgraded effectively and to high standards.

These efforts mark significant progress not only for the targeted hospitals but also for the broader goal of enhancing energy efficiency across public buildings within Moldova. The reforms could greatly reduce energy consumption and environmental impact, aligning with global sustainability efforts. Through this initiative, Chisinau aims to set a precedent for how public institutions can improve their energy profiles and service delivery to the community.
