Chau Phu District Enhances Housing And Legal Aid Access

Efforts to eradicate dilapidated housing and improve legal literacy are underway in remote communities.

In a concerted effort to uplift its communities, Chau Phu district is actively implementing the Program for Eradicating Temporary and Dilapidated Houses. This initiative aims to mobilize all available resources to ensure that residents have adequate housing conditions, ultimately helping them stabilize their lives and improve their living standards.

As part of this program, the local government has been working diligently to provide support to those in need. The goal is clear: to assist individuals and families in achieving stable housing, which is seen as a critical step toward enhancing their overall quality of life.

In a related initiative, tens of thousands of pocket-sized legal documents and leaflets have been distributed to residents in remote and mountainous areas by the province's legal aid team. This program is specifically designed to help ethnic minorities and other vulnerable groups gain better access to the law.

One notable event took place in Song Mo village, located in Binh Lieu district, where a large gathering was held to disseminate information about legal aid. Despite the busy rice harvest season, many residents attended the meeting, eager to learn about their legal rights and responsibilities. Mr. Phun Tac Thenh, a member of the Dao ethnic group, expressed his gratitude for the opportunity to gain legal knowledge, stating, "Many legal regulations are not clear to the people, and these meetings help them understand the law and live and work without violating it."

During the conference, legal representatives skillfully integrated legal regulations into engaging stories, making it easier for attendees to grasp essential knowledge about the Law on Marriage and Family, Land Law, and Criminal Law. Ms. Khuong Thi Sen, a legal aid officer, shared insights on their approach, noting, "Legal regulations are often very dry. It would be challenging to engage people if we only conveyed the information rigidly. Therefore, we often create specific scenarios and cases to help people understand and remember legal knowledge better."

The event concluded after more than two hours of informative discussions, during which attendees received handbooks and legal leaflets covering various topics. Mr. Duong Cam Lam, another participant, remarked, "There are still many things about the law I do not understand, so I will take the leaflets home to read when needed. We cannot always meet with legal officials to ask specific questions, so these leaflets are essential."

In line with the motto “If the people do not come, the officials will go to them,” the State Legal Aid Center has been proactive in visiting numerous regions and ethnic minority areas to address legal challenges faced by the populace. In 2024, the Center partnered with local authorities to organize legal aid conferences in 15 ethnic minority, mountainous, and island communes of Ha Long, Van Don, and Mong Cai. They distributed 39,720 leaflets and 10,100 pocket-sized law books free of charge to ethnic minorities, furthering their mission to enhance legal awareness.

These legal aid efforts have proven instrumental in resolving many disputes and conflicts at the grassroots level. For instance, in 2021, Mr. Tran Quy Cuong provided free legal protection to Mrs. Ly Thi Dung in Tien Yen, who faced a land dispute with her younger brother. After several months of diligent work, her case was reviewed by the People's Court of Tien Yen District, resulting in her retaining her property.

Another significant case involved assisting a family with four children in obtaining birth certificates after years of struggle. The parents had married without registering their union, leaving their children unable to receive official documentation. The legal aid team worked tirelessly to gather necessary information and liaise with local authorities, ultimately securing birth certificates for the children, ensuring they could enroll in school.

Each year, the State Legal Aid Center handles numerous cases related to individuals from ethnic minority, mountainous, border, and island areas. Their activities not only help resolve legal issues but also protect the rights and interests of individuals in disputes. By actively bringing the law to the grassroots level, they raise public awareness of legal compliance, helping communities adjust their behaviors and promptly prevent violations of the law, thereby reducing conflicts and maintaining security and order.

In a parallel initiative, the Farmers' Associations in Yen Bai province have played a crucial role in supporting over 5,000 poor households since 2016. Through various programs, they have provided assistance amounting to over 3.4 billion VND, offering low or no-interest loans, labor days, seedlings, and breeding animals to those in need.

This initiative has allowed many families to escape poverty and improve their economic situations. The support has been vital in fostering self-sufficiency and encouraging sustainable agricultural practices among the local populace.

Moreover, the province has implemented 59 projects over the past four years aimed at developing production chains in agriculture and forestry. These projects focus on organizing large-scale agricultural production through cooperation and product consumption links, contributing to sustainable agricultural development.

The local government is also committed to upgrading infrastructure, which is viewed as a key lever for driving economic and social growth. As part of these efforts, various initiatives are underway to enhance the living conditions of residents and promote economic development.

As the region continues to evolve, the collective efforts of local authorities, legal aid teams, and agricultural associations remain crucial in addressing the challenges faced by vulnerable populations. By ensuring access to legal resources and economic support, they are paving the way for a brighter future, where all citizens can thrive and contribute to their communities.
