The legislative session of the Commission of Constitution and Justice (CCJ) of the Paraná Legislative Assembly (Alep) turned chaotic on February 24, 2025, as deputies engaged in heated disputes, culminating in physical confrontation and the arrest of a woman accused of racism. The politically charged atmosphere was primarily driven by discussions surrounding police staffing levels for the Paraná Military Police.
During the session, Deputy Renato Freitas (PT) took aim at the behavior of Márcio Pacheco’s (PP) assessor, Kenny Brayan, who Freitas claimed was mocking him during his speech. This accusation ignited tensions as Pacheco defended his staff member, insisting Freitas had no authority over the CCJ proceedings.
Freitas's rhetoric escalated quickly, as he challenged Pacheco, saying, "Faço o que eu quiser. Quem é você, coronelzinho de meia pataca?" This outburst addressed Pacheco’s perceived authority, casting him as insignificant. Pacheco retorted aggressively, emphasizing the collaborative nature of the session.
The president of the CCJ, Ademar Traiano (PSD), attempted to restore order. His intervention, characterized by orders to Freitas, resulted instead in more verbal sparring, with Freitas countering, "Vossa excelência se cale! O senhor é corrupto e não tem moral para falar." This remark pointed to Traiano's past legal troubles with corruption, adding fuel to the fire.
The debate soon turned physical when Freitas was reported to have pushed Brayan shortly after the meeting concluded. This action, captured on video, exacerbated tensions and demonstrated the volatility of interpersonal relations within the legislature.
Following the altercation, the atmosphere remained charged, as demonstrated by the arrest of another individual who was present during the CCJ session. This woman allegedly made racially insensitive remarks and was apprehended by the military police, drawing attention to the nature of public discourse within the Assembly.
Responses from the involved parties poured in after the session. Pacheco condemned Freitas's actions as "uma agressão à Casa" and emphasized the need for decorum among parliamentarians. Meanwhile, Freitas insisted he was provoked and portrayed himself as fighting against condescension within the Assembly's ranks.
Traiano characterized the entire event as "fatos lastimáveis" and assured the public of his commitment to overseeing future sessions with respect for legislative rules, claiming, "Reitero que todas as medidas necessárias serão tomadas para que as sessões da Comissão ocorram de maneira ágil e coerente." This statement was part of the Assembly's reinforcing appeal for professionalism and accountability among members.
The Alep also highlighted mechanisms by which any parliamentarians could address perceived breaches of decorum, potentially leading to disciplinary proceedings within the Council of Ethics, if deemed necessary.
This incident not only spotlighted the passionate and often contentious nature of political discourse within the Paraná Legislative Assembly but also illustrated the serious consequences of crossing lines of propriety and respect among government officials. Debates evidently have deep roots, nourished by past interactions but now manifesting visibly through hostile exchanges.
Such altercations have called for scrutiny about operational methodologies within the Alep, pushing for dialogues to remain civil and representative of the citizens' will they are meant to serve. The imperative for decorum is more pronounced than ever, as displayed during the CCJ session.
