On April 20, 2025, police in Koh Phangan, Surat Thani, arrested a Canadian man named Mr. Amos Leblanc, age 34, for allegedly operating an illegal motorcycle rental business. The arrest came after authorities received a complaint that a foreigner was running a rental service in the area of Ban Sri Thanu, Moo 8, Koh Phangan.
The investigation began when the Tourist Police received a tip-off through their hotline, 1155, indicating that Mr. Leblanc was using a tourist visa to conduct business unlawfully. Following this, a team led by Pol.Lt. Col. Thassak Sirirat and Pol.Lt. Col. Thinnit Bunchit, alongside the Koh Phangan District Chief, was dispatched to verify the claims.
Upon arrival, officers discovered 15 electric motorcycles that Mr. Leblanc was offering for rent at various rates: 600 baht per day, 2,900 baht per week, and 10,000 baht per month. The total value of the seized motorcycles was substantial, reflecting the lucrative nature of his operation.
During questioning, Mr. Leblanc admitted to running the motorcycle rental service, which he branded as "DREAM" and advertised online under the name "3 Wheel Scooter Rentals Phangan." He confessed that he had previously been warned about operating a business without the necessary permits but chose to proceed nonetheless because of the potential profits.
"I knew it was illegal, but the business was too profitable to ignore," Mr. Leblanc reportedly stated. He explained that he initially opened a café but found the motorcycle rental service to be far more lucrative, prompting him to shift his focus.
In an effort to mask his activities from authorities, Mr. Leblanc allegedly registered a shell company named "Dream Creative" to give the appearance of legitimacy to his operations. This tactic was intended to deceive officials during inspections.
Moreover, Mr. Leblanc indicated that he also engaged in renting out houses and villas in the Koh Phangan area. However, he emphasized that the motorcycle rental business was significantly more profitable, leading him to concentrate his efforts there.
Authorities have since confiscated all the motorcycles and are continuing their investigation into Mr. Leblanc's business practices. He has been charged with working without a permit and operating a rental business without authorization.
